The education bureaus of all districts and cities should make overall consideration of the requirements of popularizing high school education and the enrollment scale of general occupations. Counties (cities, districts), schools, according to the school layout and school conditions, issued a one-time ordinary high school enrollment plan (listed separately in the high school class enrollment plan), and shall not be changed at will. No special circumstances, no additional enrollment plan shall be added after the enrollment work begins. Strictly implement the practice of allocating high-quality general high school enrollment plan to junior high schools at a ratio of not less than 50%, and tilt the targeted enrollment quota to rural junior high schools and junior high schools in cities without students. The education bureaus of all districts and cities should further clarify the implementation of high-quality ordinary high schools with targeted enrollment. Demonstration high schools and county (city, district) No.1 middle schools must be included in the scope of directional enrollment, and other high schools that meet the standards should also be included in the scope of directional enrollment in principle. It is necessary to encourage all localities to further rationally set the scope of reducing targeted students' income and implement dynamic adjustment to ensure that a certain proportion of students in every rural junior high school and weak junior high school enter senior high school, so as to play an active guiding role in promoting the balanced running and quality improvement of junior high schools. The education bureaus of all districts and cities should strictly control the number and enrollment scale of ordinary high schools across counties (cities) in the city in accordance with the requirements, and standardize the enrollment behavior of schools. The enrollment plan shall not exceed 5% of the enrollment plan of the school in that year. If the number of students in private high schools and junior high schools in the county is insufficient, the proportion may be appropriately relaxed. Ordinary high schools are not allowed to compete for students in violation of regulations by setting bonuses, and are not allowed to recruit students whose scores in the senior high school entrance examination are lower than the minimum score line of ordinary high schools designated by the districts and cities where they are located. Private ordinary high schools enroll students synchronously according to the enrollment plan, scope, standards and methods uniformly approved by the examination and approval authorities. The administrative departments of districts and cities should establish and improve the unified information management platform for high school enrollment, and all ordinary high schools and secondary vocational schools (including technical schools) in the region must implement enrollment through the information platform.
