Other relevant departments of the people's governments at all levels shall, according to their respective functions and duties, supervise and manage the related activities of the bazaars according to law. Chapter II Opening and Approval Article 5 The opening of bazaars with an investment of more than 5 million yuan (including 5 million yuan) shall be approved by the Dalian Planning Commission; Investment of less than five million yuan, the county (city), district planning administrative departments for examination and approval. Article 6 An application for opening a bazaar shall be filed with the local administrative department for industry and commerce at the same time, and the commencement formalities shall be handled in accordance with the procedures prescribed by the municipal government. After the completion of the market construction and the acceptance of the relevant departments, it shall first apply to the public security organ for a safety license for public places, then apply to the administrative department for industry and commerce for registration, and obtain the market registration certificate before starting business. Article 7 The establishment of bazaars must have infrastructure suitable for their business scale, and the technical standards and maintenance standards of infrastructure shall be formulated by Dalian Administration for Industry and Commerce. Eighth bazaars opened to change the type and quantity of bazaars stalls, must obtain the consent of the local county (city), the district administrative department for Industry and commerce; Changes in the use or function of markets must be approved by Dalian Administration for Industry and Commerce and reported to the original examination and approval authority for approval. Chapter III Administration Article 9 The bazaars shall implement the following public service systems:
(a) the name, position and responsibility of the public management personnel;
(2) The management system is open;
(3) Whether the arrangement of booths and other facilities and the standard of rental fees are open;
(four) the management fee collection standard is open;
(5) The reporting telephone number is open;
(6) The results of handling illegal cases are made public. Tenth markets on both sides of the import and export 10 meters away shall not set up stalls. Article 11 The promoters of bazaars have the responsibility to organize the operators in the markets to discharge and treat the wastes in the markets, and to keep the market environment clean. Twelfth vehicles are not allowed to enter the bazaars during business hours (except vehicles performing official duties). Fair scales (feet) must be set at the entrances and exits of thirteenth markets. Article 14 The prices of bazaars shall be supervised and managed by the administrative department for industry and commerce in accordance with the provisions of the laws and regulations of the state on price management, and shall be subject to the guidance of the price department. Fifteenth public security organs may, according to the needs of public security management, set up market public security police stations or public security duty rooms in large markets. Public security management in other markets is the responsibility of the local police station.
Market operators shall, in accordance with national, provincial and municipal laws, regulations and rules, strengthen public security, fire control and other work. Sixteenth bazaars operators are responsible for the maintenance of the infrastructure of the bazaars.
If the infrastructure is damaged or should be maintained according to the maintenance standards, the administrative department for industry and commerce shall order it to be maintained within a time limit. If it fails to be repaired within the time limit, the administrative department for industry and commerce shall repair it on its behalf, and the expenses shall be borne by the organizer. Chapter IV Operation Article 17 Under the supervision of the administrative department for industry and commerce, the location of the market lessee's booth shall be determined by the organizer in accordance with the principles of openness, fairness and impartiality, and shall be adjusted once a year in principle. Eighteenth enterprises, other economic organizations, individual industrial and commercial households, unemployed people, retirees, dismissed people and people who leave their jobs without pay can participate in the bidding or lottery of booth leasing. Nineteenth people who have obtained the business qualification of stalls through bidding and lottery shall apply to the administrative department for industry and commerce for business license or temporary business license (card) in accordance with the regulations.
Business license and temporary business license (card) shall not be leased, sold or transferred. Twentieth units and individuals engaged in business activities in the bazaars, must hold a business license, in the designated place to light up or wear badges to operate; Temporary operators shall hold or wear the Temporary Business License (Certificate) issued by the administrative department for industry and commerce.
Engaged in food business, must hold the relevant certificates issued by the local health and epidemic prevention departments. Twenty-first bazaar operators should strictly implement the zero slip rate stipulated by the government and the price limit provisions of relevant commodities, and clearly mark the price. Twenty-second market operators shall, in accordance with the requirements of the promoters, do a good job in the environmental sanitation of the stalls and their surroundings. Twenty-third bazaars shall not sell goods prohibited by laws, regulations and rules.
Food business operators shall strictly implement the Food Hygiene Law of People's Republic of China (PRC) and other relevant laws, regulations and rules.
