Second, the prohibitive conditions for low-rent housing applications.
Single (including divorced) applicants under the age of 35. Except for social relief and social relief orphans identified by the civil affairs department;

(three) the transfer of housing within 5 years and the transfer of housing construction area exceeds the standard of low-cost housing security area, not included in the scope of protection. (five) the address of the affiliated account does not exist or is not a residential house;
(6) owning a car or driving a motor vehicle;
(seven) the construction and purchase of commercial housing or high standard decoration of existing housing;
(eight) arrangements for children to study abroad or attend high-cost schools;
(nine) other circumstances that may not be declared as prescribed by the competent department of housing security.
Third, how to apply for low-rent housing
(a) to receive the form, fill in the form
Families who meet the prescribed conditions shall go to the street (township) where the household registration is located to receive the "Application for Low-cost Housing for Urban Residents in Beijing" in triplicate, and fill in the relevant contents as required.
Units applying for family members shall issue certificates of housing and income for each family member (retirees can calculate their income by receiving pension certificates, and unemployed people can calculate their income by receiving unemployment insurance certificates), and sign opinions and seal them in the corresponding columns of the approval form.
If the family members have no work units, the street (township) where the household registration is located shall verify their housing and income through household surveys, neighborhood visits and correspondence, and sign their opinions and seals.
(2) Submission of materials
The applicant family shall elect a family member with full capacity for civil conduct as the applicant, apply to the neighborhood office or the Township People's Government where the household registration is located, and submit the following application materials and photocopies, with three copies required:
1. Identity cards and household registration books of the applicant and his family members;
2. Marriage certificate of married family members and divorce certificate of divorced family members;
3. Proof of housing situation in the place of residence (proof of housing lease contract, housing ownership certificate or housing property unit);

The applicant family must make a statement and agree to the urban (county) housing security management department to investigate their family income, housing and assets from other relevant government departments (such as industry and commerce, taxation, transportation, etc.). ), public/private institutions (such as banks, stock exchanges, vehicle management offices, etc. ) or their work units, and obtain relevant certificates.
(3) Preliminary examination
Street (township) housing security management department shall, after receiving the materials submitted by the applicant family, make a decision on whether to accept it in time and issue a written certificate to the applicant. If the application materials are incomplete or inconsistent with the statutory form, it shall inform the applicant in writing of all the contents that need to be supplemented within 5 days, and the acceptance time shall be calculated from the day after the applicant completes the materials; Fails to inform, since the date of receipt of the materials is accepted.

The preliminary examination mainly includes the following procedures: material review, household survey, organization review and publicity.
After publicity, if there is no objection or objection is not established, the street (township) housing security management department shall sign the preliminary examination opinions on the application form for family, put forward the preliminary distribution plan, input the information of the application family into the application audit management system, and report the written application materials of the application family to the district (county) housing security management department within 2 working days.
If an objection is raised through publicity, the street (township) housing security management department shall, jointly with relevant units, complete the audit within 10 days, and inform in writing the family reasons that do not meet the application conditions; Those who meet the examination requirements after examination shall be dealt with according to the above.
(4) Review
The district (county) housing security management department shall complete the review of the application materials within 10 working days from the date of receiving the application materials, and determine the distribution plan if it meets the conditions. Publicize the applied family population, housing, income, assets and rent allocation plan on the website of the district (county) government or within the prescribed scope, and the publicity period is 15 days.
If there is no objection to the examination and publicity, the district (county) housing security management department shall identify the qualifications of the applicant family, sign the opinions of the applicant family and affix the "Approval Form", and report to the municipal housing security management department for the record within 2 working days.
If there is any objection to the review and publicity, the street (township) housing security management department shall, jointly with the relevant units, conduct a review within 10 days, and inform the families that do not meet the application conditions in writing of the reasons; Eligible, according to the above.
(5) filing
The municipal housing security management department shall complete the filing work within 8 working days from the date of receiving the materials submitted by the district (county) housing security management department, and issue a filing notice to the district (county) housing security management department within 2 working days. (6) Lease/Waiting List
Eligible families with rental subsidies can sign a lease contract with the lessor with the Notice of Finding Rental Housing, and file with the district (county) housing security management department where the household registration is located. The lessor receives a monthly subsidy.
Eligible Shiwupeizu families participate in the waiting list in accordance with the Regulations of Beijing Municipality on the Administration of Urban Low-cost Housing.
