Can bidders be randomly selected after prequalification?

The Measures for the Administration of Bidding for Government Procurement of Goods and Services also stipulates that "the bidding procurement unit selects more than three bidders from qualified bidders by random means and sends them invitations to bid". Based on the basic principles of fairness and notarization, random sampling is obviously unreasonable in the general environment of lack of supervision and prevalence of hidden rules of bidding. Document No.63 stipulates that the pre-qualification of scheme design bidding needs to adopt the qualification system (that is, pass and fail), and the final potential bidder cannot be determined by scoring. Therefore, according to this regulation, only the qualification system can be adopted, and all units that meet the qualification requirements can pass.
