Fuzhou: The time limit for listing and trading of commodity housing with restricted purchase of talents was adjusted from 10 to 5 years.

In order to further improve the talent housing security and services, and maintain the stable and healthy development of the real estate market, the General Office of the People's Government of Fuzhou City, Fujian Province issued the Notice on Optimizing and Adjusting the Management Measures for the Sale of Commodity Housing Restricted by Talents (hereinafter referred to as the Notice) on February 3, 20265438. The notice made it clear that talent-limited commodity housing shortened the time limit for listing and trading, and at the same time cancelled talents.

In terms of placement management, the notice shows that the talent-limited commercial housing projects sold from 2022 will cancel the purchase of units according to the family population, and the requisitioning families can choose their own units according to their actual conditions when applying for the guarantee qualification.

In other words, talent-limited commercial housing does not distinguish between one person, two people and three people. Purchase families can choose apartments of 50 square meters, 60 square meters or 70 square meters, and apartments are no longer linked to the population of purchase families.

After-sales management adjustments are as follows: First, the time limit for listing transactions is shortened; The second is to cancel the restraint mechanism of talent-limited commodity housing for families to buy ordinary commodity housing.

According to the contents of the Notice, Fuzhou has adjusted the restriction period for the listing and trading of commodity housing with restricted purchase of talents from 10 to 5 years, that is, it is not allowed to be listed and traded within 5 years from the date of obtaining the housing ownership registration certificate.

On the other hand, the restraint mechanism of restricting the purchase of commercial housing by talents is abolished to ensure that families buy ordinary commercial housing. After talented families buy talented people's commodity housing, they are allowed to buy ordinary commodity housing to improve their living conditions on the premise of complying with Fuzhou's commodity housing purchase restriction policy.

The Fuzhou Municipal Government explained that the document Rongzhengzong [2020] No.49 made it clear that the commodity housing with talent price limit could not be listed and traded within 10 years from the date of obtaining the housing ownership registration certificate, and now it is adjusted to not be listed and traded within 5 years from the date of obtaining the housing ownership registration certificate. Rong [2020] No.49 clearly guarantees that families can't buy new commercial housing after purchasing talents to purchase commercial housing. Considering the needs of talented families to improve their living conditions, the adjustment is as follows: after purchasing talented people to purchase commercial housing, they are allowed to buy ordinary commercial housing to improve their living conditions on the premise of complying with the policy of restricting the purchase of commercial housing. At the same time, the Notice of the General Office of Fuzhou Municipal People's Government on Optimizing and Adjusting the Management Measures for the Sale of Commodity Housing with Restricted Talents was issued, and two after-sales management adjustment measures, Yurongfu and Jing Yun Mansion, were applicable.

According to the regulations, the above-mentioned adjustment opinions on after-sales management measures are applicable to commercial housing projects that have been launched since 2020 and new commercial housing projects that will be launched in the future.

According to the Notice, in addition to the above-mentioned optimization and adjustment contents, the sales management of commodity housing restricted by talents in Fuzhou is still implemented in accordance with the relevant provisions of Document No.49 [2020] of Zheng Rong. At the same time, the second-class price-limited commercial housing can refer to the above adjustment.

According to the data of Anjuke platform, in 202 1 and 65438+February, the average price of second-hand houses in Fuzhou was 23479 yuan/square meter, down 0. 1% from the previous month. The average sales price of new houses 19288 yuan/square meter, up 4.36% from the previous month.
