Calculation of bid quotation score in bidding documents

The price score in the comprehensive scoring method is calculated by the low price priority method, that is, the bid price that meets the requirements of the bidding documents and has the lowest bid price is the benchmark price for bid evaluation, and its price is divided into full marks.

The prices of other bidders are calculated according to the following formula:

Bid quotation score = (bid evaluation benchmark price/bid quotation) × price weight × 100

How to calculate the quotation score of bidding documents?

Method 1: Take the average quotation of all bidders as the basis for calculating the benchmark price.

(1) Bid evaluation price: the literal quotation in the tender letter.

(2) Average bid evaluation price: except that the bid is declared invalid on the spot according to Article 5.2.2 of Chapter II "Instructions to Bidders", the arithmetic average of all bidders' bid evaluation prices after deducting a highest value and a lowest value is the bid evaluation average (if there are less than five bidders participating in the calculation of bid evaluation average, the highest value and the lowest value will not be removed).

(3) Bid evaluation benchmark price (select one):

□ Take the average bid evaluation price decrease of% as the benchmark bid evaluation price,

-When opening bids, a certain coefficient shall be taken as the reduction.

(4) Calculation of deviation rate of evaluation price

Deviation rate = 100%* (bidder's bid evaluation price-bid evaluation benchmark price)/bid evaluation benchmark price.

(5) Evaluation price score calculation

Quotation review price > review benchmark price:

Evaluation price score =F- deviation rate ×100× e1;

B the bidder's bid evaluation price is lower than or equal to the bid evaluation benchmark price.

Evaluation price score =F+ deviation rate×100× E2;

These include:

F- evaluation price weight score, F =;;

E 1 is the deduction value of each percentage point higher than the benchmark bid evaluation price, e1=;

E2 is the deduction value for each percentage point lower than the bid evaluation benchmark price, and E2 =;; .

Method 2: Take the lowest effective tender offer as the benchmark price.

(1) Bid evaluation price: the final quotation of the offeror is revised.

(2) Bid evaluation benchmark price: the lowest effective bid evaluation price that has passed the preliminary evaluation.

(3) Evaluation price score calculation

Bid evaluation price score = bid evaluation benchmark price/bid evaluation price * weight score

Comprehensive bid evaluation method is adopted for bidding. What if the quotation is the same as the score?

1, usually stipulated in the tender documents, those with the same score will be quoted at the lowest price first, and if the quotation is still the same, the ranking order will be determined by the bid evaluation committee.

2. If it is not specified in the tender documents, it is suggested that:

(1) First, review the quotations of the two companies. The quotation is exactly the same, and the angle is the same, which may be suspected of collusion. Check the technical part and the whole bidding document.

(2) There is really no problem. There are two ways to solve it. First, it is decided by the jury; Second, the bidder's representative draws lots to determine.

general idea

1, the specific items, indicators and scores to be evaluated must be listed in advance in the bidding documents;

2, in accordance with the relevant laws and regulations to develop bid evaluation standards, shall not be modified without authorization; For example, the price share accounts for 30-60% and cannot be changed beyond the scope.

3. The standard of fractional value should not be too general. You can't set the "price score" to 40 points without detailed rules; Explain how to calculate the specific score of each bidder; Each indicator should also be subdivided, including "technical score of 30 points", including those assessment indicators, and the standard method of how to calculate the score or deduction.
