Dongguan, Guangdong Province issued a pilot scheme for the construction and distribution of "three-limited houses"

Dongguan plans to build the "Three Limited Houses" project in five towns: Chang 'an, Humen, Fenggang, Tangxia and Da Lang.

"Three-limited houses" refers to houses with limited prices, limited land prices and limited sales targets when transferring commercial housing land. The pilot "Three Limited Rooms" in Dongguan, with a construction area of 70-80 square meters, has two bedrooms, two living rooms and one bathroom or three bedrooms, two living rooms and one bathroom, and has been basically renovated and put into use. The allocation of "three limited houses" is divided into two stages, the first stage is directional allocation, and the second stage is public lottery.

The "three-limited house" is owned by the agency designated by the government (Dongguan Industrial Investment Holding Group Co., Ltd. or its wholly-owned company as the agency) and the winning bidder in the form of shares. The winning bidder buys 50% of the total investment price, and the other 50% is held by the agency. Buying a "three-limited house" enjoys the same public service rights as ordinary commodity housing, such as education, medical care, household administration, pension, housing provident fund and so on.

The plan points out that the "three-limited housing" project adheres to the property of commercial housing, builds and sells in accordance with the market-oriented commercial housing model, and publicly sells land in accordance with the principles of limited housing prices, limited land prices and limited sales targets. The relevant contents are clearly defined in the announcement document of land bidding, auction and hanging of Dongguan Natural Resources Bureau.

It is worth noting that the document proposes that after the "three-limited housing" is delivered for a certain number of years, it can obtain full property rights with the consent of the Dongguan Municipal Government. If the winning bidder has obtained the certificate of immovable property rights for 5 years and has been in Dongguan for 3 years, he can purchase the share of the holding agency at a 20% discount on the current market evaluation price; Holders of "Wanshan Card" can buy at 30% off the market evaluation price, and holders of "Yulan Card" can buy at 50% off the market evaluation price.

In addition, the winning bidder shall meet the following basic conditions:

1. There is a spouse or children living with * * *, and the off-taker and his spouse and children live with * * * in Dongguan without their own property rights, and there is no housing transfer registration record in Dongguan within 3 years before purchase;

2. Have a household registration in Dongguan and have paid endowment insurance in Dongguan for 3 years, or have no household registration in Dongguan but have paid endowment insurance in Dongguan for 5 years;

3. Sign a labor contract with the employer in the three-limit housing sales area and pay the old-age insurance monthly 1 year (the labor contract signing unit and the old-age insurance payment unit must be consistent);

4. Have one of the following conditions: college degree or above, intermediate vocational skills or above, and assistant level or above.

Relevant objects can not enjoy the preferential housing policies such as Dongguan Talent Settlement Measures (Trial) (Dongfu [2020] No.49) at the same time.
