Referee
One referee should be appointed to perform the referee task in each game. When he entered the playing field, he began to exercise the power given to him by the rules. When the game is suspended or the game is dead, the referee has the right to punish the foul. The judgment made by the referee according to the actual situation of the game, such as the results of the game, is final. He should:

C record the competition results and competition time, so that the competition can last until the specified time or the time agreed by both parties, and make up for the time lost due to accidents or other reasons.

E. The referee should give a warning and show a yellow card to the athletes who have misconduct from the moment they enter the competition field. Afterwards, the names and details of the players should be reported to the organizer in writing within the specified time and in accordance with the relevant requirements.
F no one is allowed to enter the venue without the permission of the referee, except the players and linesmen participating in the competition.
G. If the referee thinks that a player is seriously injured, he should immediately stop the game, remove the injured player from the field as soon as possible, and resume the game immediately. If a player is slightly injured, the game should not stop until it becomes a dead ball. Players who can walk to the sideline or goal line by themselves to receive any care are not allowed to receive care on the court.
H. Those who commit violent acts, serious fouls, foul language or abusive language against players on the field, and those who still commit misconduct after being warned, shall be ordered to be present and show a red card.

International Council resolution
1. Referees who act as referees in international competitions should wear uniforms that are obviously different from those of both sides of the competition.
2. Referees of international competitions should be neutral family members, unless the associations of the countries concerned agree to appoint their subordinates.
Referees must be selected from the official list of international referees. This resolution shall not be adopted in amateur and youth international competitions.
4. Before, during or after the match, if the spectators, staff, athletes, registered substitutes or other personnel are undisciplined or misbehave, whether in or near the stadium, the referee should report to the organizer so as to take appropriate measures.
The linesman is the assistant of the referee. According to paragraph (d) of Chapter V of the Rules, the referee has the right to terminate the competition in case of serious interference, but has no right to disqualify any team or decide the result of the competition. The referee shall report the specific situation to the organizer in writing.
10. When a player commits two different kinds of fouls at the same time, the referee should punish the heavier side.

Fouls and misconduct
A player intentionally violates any of the following nine items, namely:
A. kicking or trying to kick an opposing team member.
B. Tripping the opponent's team members, that is, behind or in front of the opponent, stretching his legs or bending over to trip or attempting to trip the opponent.

D. violent or dangerous collision with the opposing team members.

A player commits any of the following five fouls, namely:

5. When the goalkeeper is in the penalty area:

B. After holding the ball, touch the ball again by hand according to the situation in Article 5(c), although in the four-step walking process, the ball has entered the game state before the players outside the penalty area or the opposing players inside and outside the penalty area touch the ball.

In all the above cases, according to the specific situation in Chapter 13, it is judged that the opponent kicks an indirect free kick at the foul place.
Players should be warned and shown a yellow card under the following circumstances:
F. After the start of the game, the player enters or re-enters the game or leaves during the game (except in unexpected circumstances), in either case, the permission of the referee is not required.
G. If the referee suspends the game to execute the warning, the opponent will kick an indirect free kick where the ball is located to resume the game according to the specific situation in Chapter 13.
H. If the fouler has other more serious fouls, he shall be punished in accordance with the relevant provisions of the rules.
