It used to be said that where to go to class if you don't buy a school district room, who will buy it for you. The rotation system allows excellent teachers to flow out of prestigious schools, which seems to have a great influence on the school district.
But Beijing's teacher rotation system is aimed at compulsory education, that is, primary and junior high schools. Moreover, the Beijing Municipal Education Commission has previously stated that rotation will not break administrative divisions, but will be carried out in the school district to avoid bringing obstacles to teachers' commuting.
From this point of view, I'm afraid it's not true that school districts should be cold. Top school districts will be affected. In fact, as early as this year, when Beijing began to implement the "school-to-school communication" plan, top school districts, such as the "Jindeyue" top school district in Xicheng District, had already stepped down from the altar. This year's transaction volume is very deserted, and the intermediary predicts that there will be no big improvement before 2026. Superimposed with the teacher rotation system, educational resources will be more balanced, and the aura of top school districts will disappear completely.
The top school district is not good, but it will benefit the weak school district in the past. The exchange and rotation of principals, the balanced allocation of backbone teachers and the rotation of ordinary teachers may all give birth to a new school district. In fact, this phenomenon has already shown signs. After "Jindeyue" was frustrated, some parents began to consider cheaper school districts nearby. As a result, the transaction volume of the surrounding school districts has risen sharply.
Back to the teacher rotation system, in fact, this policy has been proposed for many years, and many cities such as Shenzhen and Dalian have tried it out. But it is not difficult to implement it thoroughly, especially in practice, when teachers become "floating people", they are bound to face many practical problems, such as teachers' commuting, residence and life.
Education and housing have been tightly tied for many years, so it is probably not so easy to cancel the school district.
