Characteristics of public rental housing policy
First, supportability. The right to housing is a basic human right unanimously recognized by the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights and the Convention on the Elimination of All Forms of Racial Discrimination. The Guiding Opinions also clearly pointed out that vigorously developing public rental housing is an important measure to improve the housing supply system, cultivate the housing rental market and meet the basic housing needs of low-and middle-income families in cities.
Second, policy support. Public rental housing is not produced spontaneously in the real estate market, but promoted by the state, which is a new type of housing designed by the state for the purpose of housing security. Therefore, the development of public rental housing, especially in the initial stage, can only enter the normal development track with the support of special national policies.
