Article 4 The competent department of housing and urban and rural construction in the State Council is responsible for the guidance and supervision of public rental housing throughout the country. The competent department of housing and urban construction (housing security) of the local people's governments at or above the county level shall be responsible for the management of public rental housing within their respective administrative areas.
