Jiaxing has six new policies: strictly restricting the purchase of commercial housing, and implementing notarization and lottery for popular real estate.

The new housing policy in Jiaxing City, Zhejiang Province continues to be tightened.

On April 29th, official website, the Housing and Urban-Rural Development Bureau of Jiaxing City, Zhejiang Province issued the Notice on Further Promoting the Stable and Healthy Development of Jiaxing Real Estate Market (hereinafter referred to as the Notice), which clearly tightened the purchase restriction policy, and the households with registered residence in this city also restricted purchases; At the same time, clearly implement the "notarization lottery" to improve the way of housing sales.

The "Notice" shows that the management of commodity housing purchase restriction will be further tightened. From 0: 00 on April 29th, 20021year, the sales of commercial housing (including newly-built commercial housing and second-hand housing) within the urban area to households with three or more houses (except for demolition and resettlement houses) were suspended.

This also means that Jiaxing has also adopted a purchase restriction policy for registered households in this city. According to the new regulations, households with three or more houses in Jiaxing are restricted from buying new commercial housing and second-hand housing in urban areas.

For non-Jiaxing registered households, the Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market issued by Jiaxing in March this year 16 pointed out that the sale of houses (including newly-built commercial houses and second-hand houses) to non-Jiaxing registered households with 1 set or more houses in this city was suspended.

In addition, the "Notice" clarifies that "notarization and lottery" will be implemented to improve the housing sales method. In order to fully protect the legitimate rights and interests of buyers, optimize the real estate market environment in Jiaxing City, and support the demand for self-occupation, for new commercial housing projects (including pre-sale and spot sale of commercial housing) in urban areas, if the number of people who intend to buy houses is greater than the number of houses sold at the opening, the sales method of notarization and lottery selection of houses will be adopted at the opening.

Jiaxing Housing and Urban-Rural Development Bureau explained that since the date of publication of the document, for new commercial housing projects (including pre-sale and spot sale of commercial housing) with newly transferred land in urban areas, if the number of people to be purchased is greater than the number of houses to be sold at the opening, all the opening sales will be conducted in the way of notarization and lottery sorting. The specific requirements for notarization and lottery shall be separately issued by Jiaxing Housing and Urban-Rural Development Bureau and Jiaxing Real Estate Market Steady and Healthy Development Leading Group Office.

Yan Yuejin, research director of the think tank center of Yiju Research Institute, pointed out that under the previous supply-side management policy of hoarding houses, the current distribution side has also taken action, that is, the hot plate lottery policy has landed, which will help reduce the phenomenon of hot hoarding houses and further promote the stable development of the trading market.

In addition, the "Notice" also mentioned that it is necessary to strengthen the management of the sales price of commercial housing. To further strengthen the city's commercial housing sales price management, the new application for pre-sale (sales) of commercial housing projects, the same project and the same building type, the average price of each batch of sales filing shall not be higher than the average price of the previous batch of filing.

In terms of strengthening the rectification of the real estate market, the notice mentioned that special rectification actions for the real estate market will be carried out throughout the city, further efforts will be made to rectify and standardize the order of the real estate market, joint inspection and law enforcement by departments will be implemented, and the chaos in the real estate market that the masses have strongly reflected will be resolutely controlled. Focusing on cracking down on illegal activities, optimizing the market environment and improving the long-term mechanism of real estate market supervision, we will earnestly safeguard the legitimate rights and interests of the people.

At the same time, Jiaxing will also implement "double concentration" of land supply. The "Notice" pointed out that residential land was sold in batches to increase land supply. Scientifically arrange the supply of residential land and publish the annual land release plan in time. Strengthen the supply and reserve of residential land, expand the land supply in hot spots, increase the effective supply in the market, strive to achieve a balance between supply and demand, and ensure a stable and orderly residential land market. Centralized transfer of residential land will be implemented in batches.

It can be seen that since March this year, Jiaxing has continued to tighten the new property market policy.

On March 16, Jiaxing Housing and Urban-Rural Development Bureau issued the Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market, which further strengthened regulation and control from the aspects of strengthening sales management by stages, improving the policy of restricting the purchase of commercial housing, expanding the implementation scope of restrictions on the transfer of commercial housing, and strengthening financial supervision and management.

On April 15, Jiaxing Housing and Urban-Rural Development Bureau issued the Notice on Further Regulating the Sales Behavior of Commercial Housing in Urban Areas (hereinafter referred to as the Notice), further standardizing the sales behavior of commercial housing, protecting the legitimate rights and interests of all parties in the real estate market, creating a fair and just market environment, and effectively preventing and resolving the risks in the real estate market.

Insiders pointed out that Jiaxing's policy has positive guiding significance, which further illustrates the orientation of local governments to find policy loopholes and examine market problems, and further control the demand side of house purchase. Jiaxing's repeated overweight policy further shows that this year's housing purchase policy in Zhejiang Province is mainly tight.

According to incomplete statistics, Hangzhou, Ningbo, Jiaxing, Huzhou, Shaoxing, Quzhou, Jinhua, Lishui, Taizhou, Yiwu, Yongkang, Longyou, Jiangshan, Hua Kai and other 14 cities have tightened their real estate policies one after another, further embodying the direction of intensive regulation in Zhejiang.
