Opinions on compulsory education enrollment in Xuzhou in 2007

Xu Jiao [2007] No.26

Counties (cities, districts) education (culture, education, sports, social undertakings) bureau, directly under the education departments of enterprises and institutions, relevant schools and relevant private schools:

In accordance with the requirements of the Compulsory Education Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on the Protection of Minors, the Law of People's Republic of China (PRC) on the Promotion of Private Education and the Regulations on the Administration of Primary and Secondary Schools in Jiangsu Province, nine-year compulsory education will be implemented with high quality and high level, and the overall level of basic education in our city will be comprehensively improved. The right of school-age children and adolescents to enjoy compulsory education will be guaranteed according to law and further standardized.

I. Guiding ideology and work objectives

With the goal of striving to run a satisfactory education for the people, we should give full play to the basic role of compulsory education in building a harmonious society and building a new socialist countryside, do a good job in enrollment according to law, so that enrollment will be conducive to further standardizing the school-running behavior of primary and secondary schools, comprehensively implementing quality education and curriculum reform, promoting the healthy growth of students, ensuring a balanced and sustainable development of basic education in our city, ensuring that 0/00% of school-age children and adolescents in our city receive compulsory education, and ensuring that 60% of eligible children of migrant workers in our city.

Second, the principle of enrollment

1, adhere to the principle of exemption from examination, zoning and admission to the nearest school. On the basis of full investigation, the education administrative departments of all districts in urban areas should further improve and clarify the division of teaching areas of schools according to the development and changes of population residence, school layout and scale, and urban construction in this area, so as to ensure that the teaching areas of schools in the compulsory education stage cover all administrative areas and that all school-age children and adolescents in this administrative area have clear teaching areas. It is necessary to actively pay attention to the educational supporting situation of residential areas in this region, and properly solve the problem of school-age children entering primary and secondary schools in the compulsory education stage without supporting the construction of new residential areas in combination with the actual situation in this region. The administrative departments of education in six counties and jiawang district should rationally adjust the school layout to facilitate school-age children and adolescents to enter school in combination with the scattered living conditions of school-age children and adolescents in rural compulsory education and the limited traffic conditions in rural areas. At the same time, it is necessary to do a good job in the division of teaching areas in county-related schools and a few township central schools, and effectively control the occurrence of large classes. In the compulsory education stage of the city, schools of all levels and types should conscientiously do a good job in enrollment according to the teaching area designated by the administrative department of education, and may not hold or cooperate with social institutions to hold any form of enrollment examinations and interviews linked to enrollment, and may not use the results of various competitions as the basis for enrollment to ensure that all school-age children and adolescents in the teaching area are enrolled nearby.

2. Adhere to the principle of computer allocation and enrollment in hot schools. Where the enrollment exceeds the enrollment plan, public and private schools must determine the enrollment through computer allocation. Computer allocation should be under the guidance of the local education administrative department, and the enrollment school should operate in accordance with the requirements of "openness, fairness and fairness" and the prescribed procedures. Private junior high schools that participate in computer allocation, students recruited outside computer allocation, do not enjoy the treatment of index students in senior high school entrance examination.

3. Adhere to the principle of determining the teaching area based on the real estate license. The criteria for determining the teaching area for school-age children and adolescents are the real estate license of parents (or other legal guardians), the student's household registration book and the actual place of residence. In principle, the three should be consistent. If the three are inconsistent, the real estate license of parents (or other legal guardians) should be the main one, supplemented by the student's household registration book, and the actual place of residence should be properly referred to.

4, adhere to the principle of private schools after the audit for the record. Private schools participating in compulsory education enrollment must be established with the approval of the county (city, district) and above education authorities, have a school license and pass the annual examination. Otherwise, you are not qualified to enroll students, and you may not enroll students. All private schools should enroll students according to the enrollment scope determined at the time of examination and approval, strictly implement the relevant provisions of the People's Republic of China (PRC) Private Education Promotion Law and the education authorities at all levels, and consciously safeguard the enrollment order and discipline. The enrollment plan, enrollment time, enrollment brochures and advertising materials of private schools shall be examined and approved by the competent education department before being released to the outside world.

5. Adhere to the principles of fairness, justice and openness. Counties (cities, districts) education departments and enrollment schools should announce to the public in various forms the enrollment plan, enrollment methods, division of teaching areas, enrollment schedule and enrollment methods for children of migrant workers in our city; To announce the county (city, district) education departments and enrollment schools consultation and supervision telephone.

Third, the enrollment plan

1.In 2007, there were about 87,000 primary school students in the city, including about13,000 in urban areas (excluding jiawang district). The number of students enrolled in the first year of junior high school is about148,000, including about16,000 in urban areas (excluding jiawang district).

2, in accordance with the requirements of the "Jiangsu province primary and secondary school management norms", combined with the actual situation in our city, the compulsory education stage of the school class size is set at 50 people in principle.

3. In the compulsory education stage, in 2007, the number of first-year enrollment classes in the school was the same as that of the graduating classes in that year, ensuring that school-age children and adolescents in our city received nine-year compulsory education.

Fourth, the enrollment time

The enrollment time for primary schools is from June 23rd to 30th, 2007, and that for junior high schools is from June 25th to July 5th, 2007. No primary or secondary school may enroll students in advance.

Sixth, enrollment requirements

1, further strengthen the leadership of enrollment work. The education administrative departments of counties (cities, districts) should strengthen the leadership and supervision over the enrollment of primary and secondary schools in the compulsory education stage, with the goal of running a satisfactory education for the people and promoting the healthy, balanced and sustainable development of compulsory education in the region, carefully organize, standardize the operation, strengthen management and strict supervision, and do a good job in enrollment.

No new students shall be admitted by written examination, interview or other tests, and the scale and scope of enrollment shall not be expanded without authorization, and enrollment shall not be made in advance. Public primary and secondary schools shall not recruit students across teaching areas, and shall not charge fees in the name of choosing schools. Where there are public and private schools that enroll students by means of selection or testing, or there are other illegal enrollment behaviors, once verified, the education authorities should severely investigate and deal with the relevant responsible persons.

3, all public and private junior high schools are not allowed to hold various forms of key classes and non-key classes. If it is really necessary to hold an experimental class due to the reform of education and teaching, it should be reported to the Municipal Education Bureau for approval and reported to the Provincial Education Department for the record before it can be held.

4. standardize the charging behavior. Schools all over the country should unify their thinking, raise awareness, consciously safeguard the image of education, conscientiously implement the spirit of the national conference on the management of arbitrary charges in primary and secondary schools by the education system, strictly implement the charging standards in the compulsory education stage, do a good job in the implementation of the free policy in the compulsory education stage, conscientiously implement the publicity system for enrollment fees, and may not increase the charging items and raise the charging standards without authorization.

When the school enrolls students, if there is a dispute with the parents in the division of teaching areas or the examination of registration materials, it should be summarized by the school and reported to its education authorities for a ruling. Students who meet the admission requirements after examination by the competent education department shall not be rejected by any school.

Opinions on the implementation of computer allocation for junior high school enrollment in urban areas in 2007

Xu (2007)No. 18

-

Urban District Cultural Education and Sports Bureau (social undertakings), the relevant schools:

According to the "Implementation Opinions on Junior High School Enrollment in Xuzhou City in 2007" (Xu [2007]17), some junior high school enrollment in urban areas will continue to implement computer allocation this year. In order to ensure that this work is carried out openly, fairly and justly, the following opinions are put forward.

1. Schools that enroll students through computer allocation.

Public junior high schools that will implement computer allocation this year are: No.13 Middle School and No.31 Middle School; Private junior high schools include Xiexiu Middle School, Shu Ren Middle School, No.1 Foreign Language School (formerly New Century Middle School), Xicheng Middle School and Xinxin Middle School.

Second, computer allocation enrollment registration

In 2007, the registration time for Xiaoshengchu in urban areas was unified from June 25th to 26th. Parents (or other legal guardians) of primary school graduates should register with their ID cards, real estate licenses, household registration books and students' primary school diplomas at the public junior high schools in their teaching areas within the specified time, and accept the qualification examination. You can also register with the student's household registration book and primary school diploma to the relevant private junior high schools, fill in the registration form and accept the qualification examination. After passing the examination, the schools will enter relevant information. Children of migrant workers who borrow from other places and graduates of registered primary schools in this city shall first go to the Basic Education Department of the Municipal Education Bureau for qualification examination, and then register with relevant private junior high schools after verification.

Every primary school graduate can only choose to apply to a private junior high school that implements computer allocation in the urban area, and if he applies too much, he will be disqualified from participating in computer allocation that year. Private junior high school students who participate in computer allocation will not enjoy the treatment of index students after three years of senior high school entrance examination.

Each private junior high school should set up a registration inquiry computer. Parents of students can check the accuracy of registration information on the day of registration, or check the information publicity at the registered school the next day to ensure the accuracy of students' registration information. If you find that the information is entered incorrectly, you can explain it to the school. After the school verifies and seals, you can bring relevant documents to the Basic Education Department of the Municipal Education Bureau for correction.

Third, the implementation of computer distribution

1. Computer allocation is organized and implemented by all enrollment schools under the leadership and guidance of the Municipal Education Bureau. The Municipal Education Bureau will set up a "computer allocation leading group" composed of education administrators, discipline inspection and supervision personnel and technical supervision personnel to lead and guide the computer allocation work of all schools.

2. Each school should set up a "computer allocation working group" headed by the principal, with parents' representatives, teachers' representatives, primary school principals' representatives, relevant district education authorities' representatives and computer technicians as participants, to specifically lead and organize the implementation of computer allocation in schools.

3. The computer allocation time for public junior high schools is 9: 00 a.m. on June 30th and 9: 00 a.m. on July 1 day for private junior high schools. Before the computer allocation begins, the "Computer Allocation Leading Group" of the Municipal Education Bureau shall review the list of students participating in computer allocation, qualifications, allocation software, allocation working procedures, etc., and then seal up the computer host used for allocation. Each school posts the audit results, makes clear the allocation direction and diversion direction of students with computer allocation qualifications to parents and society, and accepts public supervision and consultation.

4. After review, supervision and confirmation by all parties, each school will make a computer-assigned student roster, which will be printed in duplicate by computer, and the enrollment school and the Municipal Education Bureau will each hold one copy.

5. Children of non-urban migrant workers who meet the requirements of junior high school entrance this year enjoy the same treatment as children of citizens in this city and have the qualification of computer allocation. Relevant schools shall not refuse computer allocation.

6. Those who have obtained the computer allocation qualification and have not gone through the registration formalities at the computer allocation school within the specified time shall be deemed to have given up automatically.

Four, computer distribution program

Participants in computer allocation are: members of the "Computer Allocation Leading Group" of the Municipal Education Bureau and "Computer Allocation Working Groups" of various schools, relevant staff and security personnel.

1. Computer allocation begins. Announce the list of participants in computer allocation, the results of the qualification examination of students who signed up for computer allocation, announce the working procedures of computer allocation, and accept inquiries and questions from representatives of all parties.

2. Assign the locating number. Publicly unseal the computer mainframe containing the list of students who participated in computer allocation, randomly assign location numbers to the students who participated in computer allocation, and accept inquiries and questions from representatives of all parties.

3. Assign random numbers. Two parents' representatives were determined by drawing lots. One of them draws lots to decide the order of assigning random numbers according to the size of the positioning number (from small to large or vice versa), and assigns random numbers to students. The other person presses the key to assign random numbers and accepts inquiries and questions from representatives of all parties.

4. Admission. Parents' representatives of two students are determined by drawing lots, and one of them draws lots to determine the admission order (from small to large or vice versa) by random number. The other person presses the button to assign admission and accept inquiries and questions from representatives of all parties.

5. Publish the distribution results. The school announced the admission results, printed the admission list on the spot, and the school principal, the leaders of the Municipal Education Bureau and the municipal discipline inspection and supervision personnel signed the admission list respectively. The admission list is in quadruplicate. After affixing the official seal of the school, the school, the Municipal Education Bureau and the discipline inspection and supervision department each hold one copy and mail one copy.

6. Issue the letter of admission. Admission schools post admission lists on the day of computer allocation, and then issue compulsory education admission notices to students in accordance with relevant regulations. Students who are admitted must report to the school, pay fees and register within the specified time, otherwise they will be given up automatically.

Five, computer distribution work discipline requirements

1. All allocation schools must operate in strict accordance with the computer allocation procedures stipulated by the Municipal Education Bureau, and shall not change the procedures or operate illegally without authorization. For schools or individuals who do not follow the prescribed procedures in computer configuration, the education discipline inspection and supervision department will severely investigate and deal with them according to relevant regulations.

2. Primary school graduates who participate in junior high school enrollment must strictly abide by the relevant provisions of the Municipal Education Bureau. In violation of regulations, those who cheat in computer allocation will be disqualified from computer allocation and admission.
