Urban household survey, also known as residents' life survey, is an important part of urban statistics, and its survey content is closely related to the lives of urban residents. It is an important reference for party and government departments at all levels to understand people's feelings, pay attention to people's livelihood, study the reform of income distribution system, and formulate and improve income distribution policies.
(1) investigation contents
The content of the survey is mainly to investigate the income and expenditure of urban households and other related indicators reflecting the living standards of residents. The contents of the survey include: family population, housing situation, employment, ownership of durable consumer goods, cash income, non-cash income (goods and services), various consumption expenditures, and purchase of major commodities.
(2) the organization and implementation of the investigation
According to the requirements of the survey plan of the National Bureau of Statistics, the urban household survey is organized and implemented by the Beijing Municipal Bureau of Statistics, the Beijing Survey Corps of the National Bureau of Statistics and statistical agencies at the district and county levels. Specifically select 3000 households in 18 districts and counties, conduct log survey, and collect account books every month for data entry, summary, reporting and data release.
Second, what is the role of urban household survey?
In recent years, urban household surveys have provided a lot of reliable decision-making reference data for relevant departments to study and formulate policies related to people's lives. Specifically including:
1, which is used by the Civil Affairs Bureau as the basis for studying and formulating the urban minimum living standard;
2. The Labor and Social Security Bureau takes this as the basis for studying and formulating the minimum wage standard;
3. Based on this, NDRC studies and formulates price reform related to residents' lives;
4. Based on this, the Project Construction Committee will study and formulate the subsidy standard for low-rent housing for low-income families;
5. The business department uses this to study the consumption structure of residents; The grain department uses this research to formulate grain reserves and market supply measures such as grain and oil;
7. The public security department takes this as the basis for traffic compensation;
8, the court department as a reference for civil and criminal cases;
9, in line with the requirements of the national economic accounting system, as part of the calculation of GDP; To provide the weights of various goods and services for determining the consumer price index; A series of valuable research activities can be carried out, such as the proportion of national income distribution, the income level of urban residents, income gap, consumption structure, consumption psychology, nutrition level, poverty and so on.
Third, why should we carry out a sampling survey on the basic situation of urban households in 2007?
Urban household survey adopts the method of sampling survey. The choice of urban survey households is mainly divided into two steps: the first step: a large sample survey is conducted every three years. Its main purpose is to provide a sampling framework for the annual periodic survey and provide basic information for the evaluation of the data of the periodic survey. The last large-scale sampling survey in Beijing was in 2003. A new large sample survey was conducted in 2007; Step 2: Take regular family surveys from a large sample and start recording. In order to reduce the burden of long-term bookkeeping for survey households, a certain proportion of survey samples are rotated every year. The regular survey households rotate 1/3 every year, that is, 1/3 of the survey households will withdraw from the survey every year, and then 1/3 of the new survey households will be selected from the large sample survey database for replacement.
In order to fully understand and master the living conditions and changes of urban residents in a wider scope, and better meet the needs of party and government leaders and relevant departments in formulating policy planning and scientific management, the National Bureau of Statistics, the National Development and Reform Commission and the All-China Federation of Trade Unions decided to conduct a sampling survey on the basic situation of urban residents in July 2007. Doing a sampling survey of the basic situation of urban households in 2007 is an important basic work for doing a regular urban household survey in the future. Mainly has the following important functions:
1, providing a basic sample framework for the 2008-20 10 regular household survey, and ensuring and improving the scientific and representative data of the regular household survey;
2, strengthen the selection and rotation of regular survey households, and ensure the data quality from the methods and sources.
3. Comprehensively and systematically collect household income, consumption and social hot issues of urban residents, and provide basic data for formulating relevant policies and measures.
4. What are the main contents of the sampling survey on the basic situation of urban households in 2007?
The survey content is divided into three parts:
1. Basic information of households. Including family population, housing area, building structure, housing value, family income, etc. ;
2. Basic information of family members. Including family members' age, education level, employment, occupation, income, etc.
3. Special investigation. Including family social security, medical and health care, energy conservation and environmental protection and social feelings. On the basis of the national survey, Beijing has also added some survey contents, mainly including:
(1) Add the composition index of automobile and family financial property to the family basic information table;
(2) Increase the special investigation that cannot be carried out due to the small sample size in the routine bookkeeping investigation. Increase floating population income and expenditure questionnaire, low-income family questionnaire, college students' consumption questionnaire and urban residents' marriage consumption questionnaire (each 1000 households). The object of the survey is the specific families in the large sample survey, that is, the floating population families, low-income families, families with college students and married families since 2003.
5. What is the principle of this survey?
This survey adopts stratified, two (three) stages and random equidistant method according to scale ratio (PPS method) to select survey samples.
Our city is divided into 18 floors. Sample sampling is carried out independently in each layer.
Each district (county) firstly selects the survey community/neighborhood committee or village committee by random equidistant method according to the proportion of households on each floor, then directly concentrates the streets, town communities/neighborhood committees on each floor as primary sampling units, then counts the total number of houses in the selected survey community/neighborhood committee, and then selects the survey houses by random equidistant method, and the houses become secondary sampling units.
Some large residential areas have a large management area with more than 4,000 households. In order to improve work efficiency and reduce costs, a sampling stage can be added in the selected communities, that is, the survey communities/neighborhood committees are selected first, and then the survey houses are selected.
If your family is selected as the object of statistical investigation, it is completely selected by random sampling, that is, by drawing lots, please eliminate your concerns and actively cooperate.
6. How to keep household statistics confidential?
Investigators are selected by all districts and counties and have good quality and professional ethics. They represent the image of the government to a certain extent, and require them to abide by the work discipline: truthfully investigate and register, and do not change the information of the respondents for various reasons; The information of each family and individual under investigation must be kept confidential, and it is not allowed to talk and spread with people outside the investigation work on any occasion; When registering at home, wear a uniform "investigator" card, be polite to others, and respect the customs and habits of the respondents. When the respondents don't understand or have questions, they should explain patiently and don't argue with them.
In addition, this survey also hired nearly 200 survey supervisors with rich investigation experience. The family information form registered by the investigator on the same day will be packaged and handed over to the supervisor within 24 hours. After the supervisor reviews the necessary logical relationship, it will also be handed over to the county statistics bureau within 24 hours.
According to Article 3 of the Statistics Law of the People's Republic of China, "citizens have the obligation to truthfully provide the information needed for national statistical investigation". Investigation institutions and investigators at all levels must strictly abide by the provisions of Article 15 of the Statistics Law of the People's Republic of China that "individual investigation data belonging to private individuals and families shall not be made public without their consent". We will keep all the information provided by the survey households strictly confidential and will never disclose it to the outside world. Please rest assured.
7. Does the investigator hold a survey certificate to conduct household surveys? What does the investigator's card look like?
Yes, investigators must hold an investigator's card issued by the statistics department to conduct investigations at home. The whole investigator's card is an abstract background dominated by blue, with the words "investigator's card" written in the middle; There is a sign of our statistical system in the upper left corner, and there are two lines on the right side of the sign, which reads "Survey on Residents' Life of Beijing Investigation Corps of National Bureau of Statistics"; At the same time, the name of the investigator is also written on it. The supervisor's card is mainly in red with the words "supervisor's card" written on it.
8. I am a floating population. Is the information I answered useful?
That's for sure. In 2006, the resident population of our city was 1 0,586,5438+0,000, among which the migrant population was nearly 4 million (3.834 million). Considering the increasing influence of migrants on Beijing residents' lives, this survey also specially added four parts: residence, employment, income and expenditure and life feelings of migrants. This is of great significance to solve the problem of insufficient sample coverage, comprehensively and accurately collect employment, income and expenditure information of migrants, as a basis for adjusting the income and expenditure level of residents, comprehensively and accurately monitor migrants and their related situations, and promote statistical surveys.
I heard that you also recruit family bookkeepers. Why? What are the requirements?
In order to innovate the contents and methods of residents' family life survey, the information of residents' family life is collected in multiple channels and ways, so as to ensure the smooth family life survey system and provide better services for the party and government departments and the public. The Beijing Municipal Bureau of Statistics and the Beijing Investigation Corps of the National Bureau of Statistics openly recruit family bookkeeping volunteers for the society. Welcome friends with a sense of social responsibility, especially young and middle-aged families, to actively participate in the ranks of voluntary bookkeepers, contribute their love and serve the society.
The recruitment requirements are: loving public welfare undertakings, living in Beijing for more than half a year, aged 25-50, regardless of professional gender, and having the habit of keeping accounts of family income and expenditure is preferred.
