According to the Compulsory Education Law of People's Republic of China (PRC), the Notice on Doing a Good Job in Urban Enrollment in the Compulsory Education Stage of 20 15 years and the spirit of relevant provincial and municipal documents, combined with the actual situation of our city, the following scheme is hereby issued for the school enrollment of Xinyu compulsory education in the 20 15-20 16 school year.
I. Work objectives
Reasonable division of compulsory education school districts, and strive to make reasonable arrangements for students in urban compulsory education school districts; Promote standardized management and educational equity, ensure that children of floating population receive compulsory education equally, and solve the special difficulties of some children with humanized management.
Second, the working principle
1. the principle of admission to the nearest school without examination. All children who have reached the age of 6 (that is, born on or before August 3, 20091day) should be admitted to the nearest school without an exam. On the basis of ensuring the number of students in this school district, if the school needs to recruit students with spare degrees outside this school district, it must be approved by the higher education administrative department to implement random enrollment.
Adhere to the principles of city and district cooperation and territorial management. The Municipal Education Bureau shall co-ordinate the management of school enrollment in the compulsory education stage of the city, and organize the implementation of the enrollment of school-age children in this area. County (District) education administrative departments and administrative committees are responsible for organizing the implementation of compulsory education enrollment within their respective administrative areas. The enrollment plan of private schools shall be reported to the municipal and county (district) education administrative departments for the record before implementation.
3. Implement the principle of "one person, one nationality, nationality follows others". Use the national information management system for primary and secondary school students to strictly control the naturalization of new students. According to the principle of "one person, one nationality, naturalization with others", organize and implement enrollment, and put an end to the phenomenon of "truancy".
Three. work arrangement

1. Registration time: Before June 10, all primary schools will post notices within the school district to announce the school district scope and admission conditions of primary school freshmen. August 15 to 17 is the unified registration time for urban primary school freshmen. The registration time of rural primary school freshmen shall be determined separately by the county (district) and the administrative department of education of the CMC according to the actual situation.
2. Registration requirements: Parents of school-age children bring their children, hold household registration books, legal permanent residence certificates (those who have purchased houses but have not applied for real estate licenses must provide relevant valid materials such as purchase contracts, unified tax invoices for selling real estate, bank mortgage contracts or purchase certificates issued by the Municipal Housing Management Bureau), children's vaccination cards, children's birth medical certificates and other related materials, and register at schools in the school district designated by the education department within the specified time, and go through the admission procedures.
3. Identification of students: All schools accept children who have reached the age of 6 and their accompanying children who meet the following conditions according to the divided school districts. If the number of students who need services within the school district does not exceed the school's acceptance capacity, all students will be accepted; If the number of students who need services in the school district exceeds the school's capacity, students will be admitted in the following order.
1. Students and their parents are registered in the school district, the head of household is their father or mother, and the owner of family property is their father or mother, which belongs to the school district.
Second: the student's household registration is in the school district, the head of the household is himself, and the owner of the house is also the student himself, belonging to the school district.
Third: the students and their parents' registered permanent residence is not in the school district, but the family house is owned by their father or mother and is in the school district.
Fourth, students and their parents are registered in the school district, with their grandparents as the head of household and their grandparents as the property owners, belonging to the school district. It takes more than three years (including three years) to settle in the school district.
Fifth: Students and their parents' accounts (including collective accounts) are in the school district, and the actual place of residence is the rented house (subject to the housing lease contract and other materials), which belongs to the school district. Students who do not settle down with their parents need to settle down in the school district for more than three years (including three years).
Sixth, the children of migrants and migrant workers whose parents' business licenses and tax registration certificates are more than one year, whose parents and employers are in the school district, and who can provide legal employment contracts and social endowment insurance certificates for more than one year, belong to the school district.
Students who exceed the school's acceptance capacity are included in the overall distribution scope.
Second, junior high school freshmen enter school
1. Admission process
The first category: urban primary school graduates.
Primary school graduates in urban areas are enrolled in primary schools, enrollment schools and the Municipal Education Bureau.
(1) information collection. In late April, Shengyuan's primary school completed the collection of Shengyuan-related information and the collection, sorting and classification of student certification materials.
(2) Organize joint examination. In early May, an audit team composed of municipal, county and district education administrative departments, enrollment schools and students' primary schools went to the designated place for material inspection and audit. The enrollment schools are mainly responsible for the examination and admission of materials, and the basic education departments and primary school graduates are mainly responsible for supervision and verification.
(3) Posting publicity. In mid-May, the enrollment school posted a list of primary schools to be enrolled in the city.
(4) Admission correction. In late May, we will focus on solving the mistakes in admission. Parents should bring relevant supporting materials to the Basic Education Section of the Municipal Education Bureau.
5] Issue the admission notice. From June 12 to June 16, the admission notice will be printed by the enrollment school and stamped with the official seal of the Basic Education Department of the Municipal Education Bureau, and then distributed to the primary school where the graduates are located.
The second category: migrant population and children of migrant workers (students who are not studying in urban primary schools).
August 10- 12, children of migrants and migrant workers enter school. Parents should register at the recruiting middle school according to the school district with relevant certification materials, and fill in the primary school graduation registration card and enrollment statistics.
Parents provide the following school attendance certificates by category:
(1) Students with real estate in urban areas must provide: household registration book, real estate license (families who have not applied for real estate license show the purchase contract, unified tax invoice for the sale of real estate, bank mortgage contract or proof that the Municipal Housing Authority has purchased the house).
(2) Children of foreign businessmen, migrant workers and other migrant workers must provide: household registration book, business license (the time for obtaining the license is more than one year) or labor contract and salary details for more than one year.
(3) Foreign employees' children, enterprise shareholders (investment100000 yuan or more), green card entrepreneurs, vice presidents of provincial chambers of commerce or above, high-level talents, military personnel (including armed police) and other personnel must provide household registration books, investment certificates issued by the Commerce Bureau for relevant enterprises, high-level talents certificates or military officers' cards issued by the personnel department, parents' military officers' cards and other materials.
On August 14, all enrollment schools reported the admission list to the Basic Education Department of the Municipal Education Bureau for centralized examination and approval.
On August 22-25, the enrollment school will issue admission notices to students according to the admission list approved by the Basic Education Department of the Municipal Education Bureau.
2. Identification of the source of students: All junior high schools in the urban area receive primary school graduates with urban household registration and eligible children who move with them according to the divided school districts. If the number of students who need services within the school district does not exceed the school's acceptance capacity, all students will be accepted; If the number of students who need services in the school district exceeds the school's capacity, students will be admitted in the following order.

It takes more than three years (including three years) to settle in the school district.
Five, the property owner is his parents and others * * * whether there are independent real estate households, the share of property rights is not less than 50%, belonging to the school district.
Sixth: Primary school graduates and their parents' accounts (including collective accounts) are in the school district, and the actual place of residence is the rental house (with housing lease contract, residence permit and other materials) and belong to the school district. Students who do not settle down with their parents need to settle down in the school district for more than three years (including three years). The migrant population and children of migrant workers whose parents' business license and tax registration certificate are more than one year, whose parents' employers are in the school district, and who can provide legal labor contracts and social endowment insurance certificates for more than one year belong to the school district.
Students who exceed the school's acceptance capacity are included in the overall distribution scope.
Arrangements for children of relocated households in urban areas and shanty towns to attend school: After the expropriated residents move out of their original residence, their children's enrollment must be verified with the original family demolition certification materials, and they can choose to continue to attend school near the original household registration and home address, or to attend school near the resettlement house, or near the rented house of the expropriated person.
3. School attendance for disabled children. The registration time for school-age disabled children in the city is September 1. Parents of school-age disabled children, with family residence booklet, legal permanent residence certificate, children's vaccination certificate, disability certificate (or hospital certificate), medical certificate and other documents, to the city special education school registration. School-age disabled children and adolescents with the ability to receive general education should be enrolled in ordinary schools in accordance with the school district determined by the municipal and county education administrative departments, and schools shall not refuse to accept them.
Fourth, the job requirements
First, the implementation of sunshine enrollment. Information such as enrollment policy, enrollment scope and enrollment results will be fully disclosed to the public. The supervision office of the Municipal Education Bureau will participate in all aspects of enrollment, announce telephone numbers and accept social supervision.
It is strictly forbidden for individuals and schools to collect the student card and graduate registration form of primary school graduates separately, and it is strictly forbidden for schools to enroll students outside the district without authorization.
Strictly implement the relevant policies of the state, province and city on education fees, and prohibit the collection of borrowing fees linked to learning.
