Why are the Ten Generals not open to the public?

Ancient Athens was a very democratic country, and almost all national posts were open to Athenian citizens. Under the reform of Cleisthenes, four generals appointed by the four major tribes in Athens were dissolved with the formation of the new ten tribes. Instead, ten generals were appointed every year, one for each tribe.

Because Athenian citizens exist at all levels of society, there are great differences in civic quality and culture among different levels. Farmers who jointly farm or herd cattle take the post of Ten Generals, who have no good education, and the post of Ten Generals is an important position related to all aspects of Athenian society, which will inevitably lead to the abuse of state power and social chaos in the country. Therefore, the ten generals are not open to the public, but are managed by a few nobles.
