According to the Notice of Guangzhou Education Bureau on Printing and Distributing the Implementation Opinions on Further Deepening the Reform of the Entrance Examination System for Senior High Schools (Sui Jiao Gui Zi [2018] No.8), in order to do a good job in the independent enrollment of ordinary senior high schools in our city in 20021year, relevant matters are hereby notified as follows:

I. Purpose of work

Comprehensively implement the Party's educational policy, deepen the reform of educational evaluation in the new period, implement the fundamental task of moral education, overcome the theory of only scores, improve the training mechanism of top-notch innovative talents, meet the development needs of students with academic expertise or innovative potential, stimulate the vitality of running ordinary high schools, and promote the development of schools with diversified characteristics such as humanities, mathematics, science and technology, sports and art.

Second, the working principle

Adhere to the principles of fairness, justice, scientific standardization, comprehensive evaluation and sunshine enrollment, follow the scientific laws of talent selection and training, establish and improve a diversified comprehensive evaluation system, standardize enrollment procedures, strengthen information disclosure, and steadily promote independent enrollment.

Three, independent enrollment schools, enrollment plan and scope

Provincial and municipal demonstration senior high schools (including demonstration senior high schools in Zhonghe City, the same below) and district 1 senior high schools (selected by the district education bureau) can apply for independent enrollment. The proportion of independent enrollment in demonstrative ordinary high schools shall not exceed 10% of the school enrollment plan, and the proportion of independent enrollment in non-demonstrative ordinary high schools shall not exceed 5% of the school enrollment plan. The specific plan shall be declared by the enrollment school, audited by the competent education administrative department, and issued by the Municipal Education Bureau after the audit. Model ordinary high schools that form an education group can tilt to junior high schools in the group appropriately and carry out independent enrollment. Provincial and municipal demonstration ordinary high schools recruit students independently for the whole city; The district is an ordinary senior high school, and the independent enrollment of the three districts (Yuexiu District, Haizhu District and Liwan District) is regarded as three independent enrollment areas facing the district. The proportion of independent enrollment of eligible children in public ordinary high schools is the same as that of the third or fourth batch of eligible children in this school.

The enrollment arrangement of sports art specialty students is within the scope of independent enrollment of ordinary high schools, and the specific plan shall be formulated separately.

Fourth, the registration conditions

Junior high school graduates with Guangzhou household registration or student status can register for independent enrollment in ordinary high schools in our city on 202 1. Among them, students who apply for public ordinary high schools must have Guangzhou household registration (including policy care students) or meet the conditions for children of Laisui personnel to apply for public ordinary high schools.

Procedures and measures for the implementation of verbs (abbreviation of verb)

Ordinary high schools with independent enrollment qualifications approved should set up a leading group for independent enrollment, and formulate independent enrollment brochures that meet the relevant policy requirements of the state, provinces and cities according to their own school goals, positioning and characteristics. The instructions shall contain the following contents:

1. Independent enrollment plan and scope.

2 clear humanities, mathematics, science and technology and other characteristics of the project name and training introduction.

3. Registration conditions, specific requirements of disciplines or innovation potential, and comprehensive quality evaluation requirements (including admission reference subjects).

4. Comprehensive ability assessment methods, clear assessment methods and standards. If the characteristic items exceed 1, the assessment method shall be formulated separately.

5. Training mechanism, defining training objectives, training items and training modes. If it exceeds 1 special items, the training mechanism shall be formulated separately.

6. Specific arrangements and requirements for online registration, determination of comprehensive ability evaluation list, voluntary reporting, printing of admission ticket, comprehensive ability evaluation, admission and other application procedures.

7. School accommodation arrangements.

8. There is a consultation and complaint handling mechanism, and a designated person is responsible for it.

Ordinary senior high schools have completed the filling of self-enrollment brochures in "Guangzhou Senior High School Admissions Service Platform" (/,hereinafter referred to as "Senior High School Entrance Examination Service Platform"). The enrollment brochures of provincial and municipal schools shall be filed by the Municipal Admissions Office, and the enrollment brochures of district schools shall be filed by the District Education Bureau and the Municipal Admissions Office. After the filing is completed, it will be published on the websites or bulletin boards of all recruitment offices and schools in Guangzhou.

(2) Candidate registration

Self-enrollment implements online registration. Candidates are required to log in to the senior high school entrance examination service platform with the candidate number and password during the registration period, and check their basic personal information before registering. Candidates can choose up to 2 ordinary high schools to register. Candidates are requested to download the 20021Guangzhou Ordinary High School Self-enrollment Registration Form (hereinafter referred to as the Registration Form) on the senior high school entrance examination service platform, fill in the basic information, personal profile, subject expertise and innovation potential and other supporting materials and recommended materials, and then submit the registration form and Guangzhou junior high school students' comprehensive quality evaluation file (on the Guangdong junior high school students' comprehensive quality evaluation information management platform). Candidates must confirm the registration information before the registration deadline, and the registration information that has not been confirmed after the deadline is invalid.

(three) to determine the evaluation list

Ordinary senior high schools shall examine the qualifications of registered candidates, determine the list of candidates participating in the comprehensive ability evaluation of the school according to the number of people not exceeding 5 times of the independent enrollment plan, and enter it into the service platform of the senior high school entrance examination. The assessment list shall be published on the website or bulletin board of Guangzhou Admissions Office and the school for 5 working days.

(4) Voluntary reporting

Candidates who enter the assessment list are the first batch to confirm 1 ordinary high schools to participate in the comprehensive ability assessment.

(5) Comprehensive ability evaluation

Ordinary senior high schools organize comprehensive ability evaluation within the time arranged by the whole city. Schools should combine the evaluation of students' comprehensive quality, make a comprehensive evaluation of candidates' subject expertise or innovation potential, and form a comprehensive ability evaluation result. It is strictly forbidden to organize examinations and encourage innovative assessment methods in close combination with the development direction of school-specific projects.

(6) Pre-admission

Ordinary high schools should determine the list of pre-admission qualifications in strict accordance with the selection criteria and upload it to the service platform of senior high school entrance examination. The number of pre-admission qualifications shall not exceed the number of independent enrollment plans. The list of pre-admission qualifications shall be publicized in Guangzhou Zhaoban and the school website or bulletin board for 5 working days, and reported to the municipal Zhaoban after confirmation of no objection.

(7) Formal admission

Independent enrollment and filing are arranged in the first batch. The scores of reference subjects for self-enrollment candidates in demonstration ordinary high schools must reach Grade C or above, and the scores of reference subjects for self-enrollment candidates in non-demonstration ordinary high schools must reach Grade D or above. Candidates who have obtained the pre-admission qualification for independent enrollment must reach the minimum control score of independent enrollment published in the school's independent enrollment brochure before they can be officially admitted. The minimum control score of independent enrollment in schools shall not be lower than the minimum control score of 202 1 year for ordinary high schools. The unfinished independent enrollment plans of each school are incorporated into the third or fourth batch of plans of our school for admission.

Relevant requirements of intransitive verbs

Adhere to openness and transparency, conscientiously implement the requirements of information disclosure, strictly implement the publicity system, and timely publish information such as enrollment plan, enrollment scope, enrollment results, and consultation methods through brochures, websites, and official websites. Adhere to the correct direction of public opinion, do a good job in policy interpretation and publicity and guidance, respond to the concerns of students, parents and society in a timely manner, and create a good atmosphere of public opinion.

(3) Strict enrollment discipline

We must strictly abide by the "eight prohibitions". That is, it is strictly forbidden to select students by examination; It is strictly forbidden for social organizations, training institutions and other organizations to select students through examinations, competitions, training, examination rankings and other forms; It is strictly forbidden to participate in lectures, publicity and other activities related to independent enrollment organized by social groups, training institutions and other organizations; It is strictly forbidden not to enroll students according to the prescribed time; It is strictly forbidden to publish independent enrollment brochures, advertisements and other information without authorization as required; It is strictly forbidden to interfere with students' voluntary reporting; It is strictly forbidden to enroll students beyond the plan; Arbitrary enrollment and paid enrollment are strictly prohibited.

(4) Strengthen supervision and inspection.

Strengthen students' integrity education, improve the integrity files of individual examination enrollment, and strictly investigate the misconduct of integrity. Smooth channels for reporting violations and accepting complaints, and actively accept the supervision of candidates, schools and society. We will improve the accountability mechanism for investigating and handling illegal enrollment, and seriously investigate and deal with violations of enrollment policies and discipline requirements, as well as acts that disrupt enrollment order and affect education and teaching. For schools that cause adverse effects or serious consequences, depending on the seriousness of the case, give interviews, informed criticism, investigate the responsibilities of relevant personnel, deduct 30%-50% of the self-enrollment plan of the current year or the next year until the qualification for self-enrollment is cancelled.

(5) Improve the training mechanism.

Strengthen the "education connection", consider the enrollment orientation and training requirements as a whole, clarify the students' training objectives in the development of characteristic projects, improve the training scheme and mode, and strengthen the protection of curriculum resources, teacher allocation, learning conditions, academic environment, equipment and facilities of characteristic projects. According to the "strong foundation plan" of standard colleges and universities, students who enroll independently are arranged in classes, and training modes such as tutorial system and small class teaching are explored; Actively explore joint education with ordinary universities, cooperate with universities, research institutes and enterprises, and build innovative laboratories, joint training bases and practical innovation bases. In ordinary senior high schools, we will carry out "Strong Foundation Plan" course experiments such as pre-university courses, interdisciplinary comprehensive courses such as STEAM (Science, Technology, Engineering, Art, Mathematics), and subject competition courses, so as to provide suitable course resources, personalized learning methods and broad development platforms for the development of independent enrollment projects, and smooth the channels for students' growth and development. Establish a tracking investigation mechanism and database for talent growth to ensure the quality of talent training.
