Announcement of public recruitment of staff in Hezhou public institutions in 2023?

In order to meet the needs of supplementary staff in public institutions in our city, according to the Implementation Measures for Open Recruitment of Public Institutions in Guangxi Zhuang Autonomous Region (No.2011]155) and other relevant regulations, our city decided to openly recruit 645 public institutions.

The relevant matters are hereby announced as follows:

First, the recruitment conditions

(1) Having China nationality.

(two) law-abiding, with good political quality and moral conduct.

Graduates of senior engineering classes and preparatory technician (technician) classes in technical colleges can apply for the exam according to the equivalent academic qualifications of junior college and undergraduate degree respectively.

Graduates from other forms of national education (including self-study, adult education, online education, etc.). , the same below) and applicants with high school education, technical secondary school or college education must be from Guangxi or have a household registration.

Graduates of other forms of national education who are not ordinary higher education must obtain corresponding academic qualifications and degree certificates before March 20, 2023.

Persons under any of the following circumstances are not allowed to apply:

Applicants are not allowed to apply for the positions listed in Article 6 of the Regulations on Avoidance of Personnel Management in Institutions (Ministry of Human Resources and Social Security [2065 438+09] 1).

3. Fill in the requirements.

Applicants can only apply for one position.

Applicants should carefully read and carefully check the recruitment conditions and job-specific qualifications listed in this announcement.

The application materials submitted online during registration must be true and accurate. Because the application materials submitted for online registration are untrue, incomplete or the registration information is incorrectly filled in, the applicants shall bear the consequences of online qualification examination, interview qualification examination and unqualified assessment.

4. Proof that similar majors meet the requirements.

If the professional name of the applicant is not completely consistent with the professional name required by the post, and the core courses of the major studied are more than 80% the same as the core courses of the post, the applicant can apply for the exam with the consent of the qualification examination unit.

Such candidates are required to submit the Letter of Commitment on Similar Description of Professional Core Courses (Annex 2) to the examination authority of the applicant at the time of registration, provide their own certificates when they plan to take the examination, and provide the original core course certificate stamped by the graduate school (Annex 3).

Otherwise, it will be deemed as an automatic waiver of employment qualification.

5. Registration of Hong Kong, Macao and Taiwan residents: Hong Kong, Macao and Taiwan residents who have obtained a bachelor's degree or above recognized by the mainland and meet the open recruitment conditions of public institutions can apply for corresponding positions.

When applying for the examination, applicants should download and fill in the application form (Annex 4) first, and register directly at the corresponding qualification examination unit with the Permit for Hong Kong and Macao Residents to Travel to and from the Mainland or mainland travel permit for taiwan residents, and attach 2 photos of standard documents and photocopies of relevant certification materials required for the post.

The recruitment qualification examination unit shall complete the qualification examination within days, and submit the qualified candidates to Hezhou Personnel Examination Management Office, which will uniformly print the admission ticket and notify the applicants to receive it.

Those who meet the registration conditions shall not refuse to register; For those who fail the qualification examination, the qualification examination unit shall explain the reasons and give timely feedback to the applicants through the registration system.

Candidates who have passed the qualification examination may not change to other positions.

Those who fail the qualification examination may change to other positions that meet the recruitment qualification conditions during the registration period.

3. Special tips.

Because the qualification examination needs to be completed within 2 days from the next day after submitting the application, those who register in the last 2 days of the registration period may face the situation of losing their qualifications for other positions because they cannot pass the qualification examination. Candidates are requested to assess their own risks and register in time so as not to delay the opportunity to change the newspaper.

Those who register in the last two days of the registration period will be responsible for losing the opportunity to apply for other positions because they cannot pass the qualification examination.

(4) Online payment

Payment time: March 20, 2023 from 8:30 to March 29, 2023 17:00.

This recruitment pays the online examination fee. Applicants who have passed the qualification examination must log in to the online registration system within the specified time to pay the examination fee.

The examination fee is *** 100 yuan for each subject in 50 yuan.

If the applicant fails to pay the fee within the specified time, it shall be deemed as giving up the application.

After the payment is successful, the candidates involved in canceling the examination post will be refunded if they fail to change the report or give up changing the report because they can't reach the examination proportion.

2. Change report and related work.

Candidates who have passed the qualification examination and successfully paid the fees, but canceled the recruitment plan because the positions they applied for did not reach the prescribed proportion, can apply for other positions through the online registration system at 8:30- 17:00 on April 7, 2023.

Third, the written test

(A) written subjects and content

The written test subjects are "Occupational aptitude test" and "Comprehensive application ability", and the score of each subject is 150.

The written test is confidential.

The examination categories of Vocational Aptitude Test and Comprehensive Application Ability are divided into four categories, namely, comprehensive management (a), social science major (b), natural science major (c) and medical and health care (e).

Among them, the "comprehensive application ability" test category in medical and health category (E) is subdivided into six sub-categories: clinical posts of traditional Chinese medicine, clinical posts of western medicine, pharmaceutical posts, nursing posts, medical technical posts and public health management posts.

(2) Time and place of written examination

Written test time: Sunday, May 7, 2023. The specific arrangements are as follows:

Applicants must bring their valid ID card and written test admission ticket to take the exam, both of which are indispensable.

Those with two incomplete certificates are not allowed to take the exam.

You may need to use a ruler (which should be an ordinary ruler without calculation, storage and communication functions) when answering questions in the comprehensive application ability (Class C) exam. Please prepare yourself.

(3) Examination methods

The written test is conducted continuously in two subjects without interruption.

The two subjects are bound volumes, which will be distributed before the examination, and the answer sheets of each subject will be distributed separately.

After the deadline for the first exam, the answer sheet for the first exam will be taken back.

After the second interview deadline, all the distributed materials will be recovered.

The scores of qualified written tests are uniformly delineated by Hezhou Human Resources and Social Security Bureau and published on the portal website of Hezhou Municipal People's Government.

For positions that need to be tested for practical operation ability, among qualified written examinees, practical candidates are determined according to the ratio of planned recruitment to practical candidates 1:5, and according to the order of the total written test scores of applicants in the same position from high to low.

Before the practical test, the practical test implementation organ issued a practical test announcement on the portal website of Hezhou Municipal People's Government.

Applicants who fail to take the practical test at the specified time and place shall be deemed to have automatically waived their qualifications for the practical test.

Applicants who give up the practical test or fail the practical test will not be replaced.

The results of the actual test will be announced on the same day.

Those who fail the actual operation cannot enter the interview.

Practical examination time: early July, 2023. The specific time and place will be released separately by the practical examination implementation organ.

When the total score of the last applicant in the proportion is tied, it is also determined to be an interview candidate.

3. If the number of qualified people in the written test is less than 1:3, the recruitment plan will be reduced to 1:3 in principle.

If the recruitment plan cannot be reduced and the recruitment unit really needs to increase the number of employees, it shall be approved by the competent department of the recruitment unit (the competent department of the county recruitment position is the human resources department of the county organization) and submitted to Hezhou Human Resources and Social Security Bureau for approval before determining the shortlisted interview candidates.

(2) Examining the qualifications of candidates to be interviewed.

3. Qualification materials: Candidates who are shortlisted for the interview must provide copies of the following interview qualification application materials (the original must be provided for the qualification examination).

(1) My valid ID card;

(2) Diploma and degree certificate recognized by the state.

Foreign and overseas academic degree certificates must provide valid certificates certified by relevant national institutions.

If it is clearly difficult for the 2023 college graduates to provide certificates, they can be provided during the interview qualification review with the consent of the qualification examination unit. Those who fail to provide it within the time limit shall be deemed to have given up their employment qualification.

(3) Registration Form for Open Recruitment of Staff in Guangxi Institutions in 2023;

(4) Household registration book (provided by those who apply for positions with household registration requirements and those who apply for extra points for ethnic minorities);

(5) Examination and Approval Form for Dependents of Garrison Troops (required for directional recruitment of dependents of Garrison Troops);

Applicants who fail to provide the certificate that the competent unit agrees to apply for the interview (sealed by the competent unit) during the interview qualification review shall be deemed to have given up the interview qualification;

(3) Make up the candidates who have been shortlisted for the interview.

After the announcement of the candidates to be shortlisted for the interview, if any applicant fails to accept the qualification examination within the specified time, or fails to pass the qualification examination, or voluntarily gives up the interview qualification, the interview candidates will be replaced in the order from high score to low score according to the qualified written test scores of the same position.

The recruiting unit or its personnel department shall notify the candidates by telephone or SMS.

In the qualification examination, if an applicant's contact telephone number is found to be wrong or turned off, the competent personnel department of the recruiting unit will record it in detail and report it to Hezhou Human Resources and Social Security Bureau in time, and then cancel the applicant's replacement qualification, and the competent personnel department of the recruiting unit will notify the next applicant to make a replacement.

Failure to conduct qualification review as required shall be deemed as waiver of interview qualification.

Interview qualification review is generally conducted within 3-5 days before the interview.

(5) Conduct an interview.

1. The interview work is jointly organized and implemented by Hezhou Human Resources and Social Security Bureau, county (district) Human Resources and Social Security Bureau and the competent department of the recruiting unit (the specific organization work is subject to the interview announcement), supervised by the discipline inspection and supervision department at the same level, and accepted by the public.

2. Interview candidates shall be interviewed in the order of drawing lots, and shall not disclose personal information such as their name, place of origin, graduation institution, work unit, parents, etc. to the examiner.

Anyone who divulges his name will be treated as zero, and the rest will be treated as three.

3. The interview score is 100, and the score of 60 or above is qualified.

Those who do not reach 60 points cannot enter the procedures of physical examination and assessment.

Six, physical examination and assessment

(a) to determine the candidates for physical examination and assessment

1. Calculation method of comprehensive score.

Comprehensive score = total written test score (including nursing score)+interview score

2. Determine the candidates for physical examination and assessment.

According to the ratio of the number of planned recruits to the physical examination and assessment candidates 1: 1, the physical examination and assessment candidates are determined in the order of the comprehensive scores of the applicants in the same position from high to low.

Those who fail the physical examination or voluntarily give up will be replenished from the candidates who have passed the interview in the same position in the order of high score to low score.

When the comprehensive scores are the same, the candidates for physical examination and assessment shall be those with high interview scores; When the comprehensive scores and interview scores are the same, the candidates for physical examination and assessment are determined by the high scores in the professional aptitude test subjects.

(2) Physical examination

The physical examination work is organized and implemented by the municipal, county (district) Human Resources and Social Security Bureau at different levels.

In principle, the physical examination is completed about one week after the interview.

Physical examination must be carried out in medical institutions with prescribed qualifications at or above the county level.

The physical examination standards shall be implemented with reference to the General Standard for Physical Examination of Civil Servants (Trial) and the Operation Manual for Physical Examination of Civil Servants (Trial), and the industrial physical examination standards formulated by the state shall be implemented according to the industrial standards.

After the medical examination, the medical institution shall issue a medical examination result report signed by the chief inspector and stamped with the official seal of the medical institution.

The medical examination fee shall be borne by the candidates themselves.

If the applicant has doubts about the results of the off-site medical examination items on the same day, he may apply for re-examination to the medical examination institution within 7 days from the date of receiving the notice of the conclusion of the medical examination.

Re-inspection shall be conducted after approval.

Re-examination can only be conducted once, subject to the final physical examination results.

Those who fail the physical examination shall not be identified as candidates to be hired, and those who pass the interview in the same position shall be replenished in the order of high comprehensive scores.

(3) Evaluation

The recruitment unit and its competent department are responsible for the implementation of the assessment work.

Set up an assessment team of more than two people, and take various forms according to the standard of having both ability and political integrity, focusing on the political and ideological performance, moral quality, professional ability, work performance and job matching related to the positions applied for, and conducting qualification examination on the candidates.

All the important archival materials are incomplete, the personal experience is unknown, the historical status is unclear, and it is impossible to conduct effective assessment or the assessment is unqualified, so it will not be hired.

After the assessment, a written assessment opinion will be issued.

Those who fail the examination shall not be identified as candidates to be hired. After the recruitment unit submits a supplementary application and is approved by the human resources and social security department of Hezhou City, candidates who have passed the interview for the same position can be replenished in order of high score to low score.

Seven. Publicity and employment approval

Wages and welfare benefits shall be implemented in accordance with the relevant provisions of the state and the autonomous region.

If there is any objection to the publicity, and it is verified that the employment will be affected, the employment qualification will be cancelled; The suspension of examination and approval of the problems that are difficult to verify shall be verified in accordance with relevant regulations.

After the proposed employee is publicized, if the proposed employee voluntarily gives up the employment qualification or fails to pass the publicity, he will no longer be employed.

Those who pass the examination after the probation period are formally employed; If the examination fails, the employment will be cancelled.

Post-employment management shall be implemented in accordance with the relevant provisions of the state and the autonomous region.

Ethnic minority applicants will be given 3 points (their identity identification shall be subject to the consistency of the registration information in the ID card and household registration book), and the extra points will be included in the written test results.

Public institutions in our city openly recruit candidates who have passed the written test but have not been hired, and they will be included in the public recruitment library of public institutions in our city according to the job category, which will be valid within one year from the date of publication of the written test results.

If a public institution in our city needs to be recruited due to work, it can issue a recruitment announcement according to the prescribed procedures after being approved by the public recruitment department of the public institution according to the management authority, and can directly accept the registration of the library staff to be hired without direct written interview.

According to the ratio of the number of planned recruits to the number of interviewers not less than 1:3, the shortlisted interviewers are determined in the order of high score to low score according to the total written test scores (including care plus points) of applicants for the same position in 2023.

Interview, assessment, physical examination, publicity and employment approval shall be carried out in accordance with the relevant provisions of open recruitment of public institutions.

X. Integrity file management

Applicants who have the following acts of dishonesty shall be recorded in the integrity file of personnel examination for reference when recruiting units engage in assessment.

(a) after the announcement of the interview qualification examination, if the applicant enters the interview qualification examination and gives up the interview qualification, the qualification of this examination will be cancelled.

(2) After the release of the interview announcement, if the applicants give up in the interview qualification review, interview, physical examination and assessment, and provide a written waiver application in time within 2 days after receiving the notice, it will be recorded in the personnel examination integrity file, and the retention period will be half a year; If the above situation occurs twice, it will be recorded in the integrity file of personnel examination, and the storage period will be 1 year; If the written waiver application is not provided within 2 days after receiving the notice, it will be recorded in the integrity file of personnel examination, and the retention period will be 2 years.

(3) After the list of persons to be employed is publicized, if the applicants give up, it will be recorded in the integrity file of personnel examination, and the retention period will be 3 years.
