Regulations of the people's Republic of China on passports and visas

Chapter I General Provisions Article 1 The passport of the People's Republic of China is an identity document issued to China citizens for entry, exit and going abroad.

Passports are divided into diplomatic passports, official passports and ordinary passports (ordinary passports are divided into ordinary passports for business and ordinary passports for personal reasons). The passport issuing authority may also issue other documents instead of passports when necessary. Article 2 The People's Republic of China (PRC) visa is a permit for China citizens and foreigners to leave, enter and transit.

Visa is divided into: diplomatic visa, official visa and ordinary visa. Article 3 Passports and visas are issued by the Ministry of Foreign Affairs, the Ministry of Foreign Affairs and the Ministry of Public Security in China. Abroad, it is China's diplomatic representative offices, consular offices and organs authorized by the Ministry of Foreign Affairs.

Passports of persons going abroad on business shall be handled by the Ministry of Foreign Affairs or the organs authorized by the Ministry. Passports and visas for people going abroad on private business shall be handled by organs authorized by the Ministry of Public Security.

Passports and visas for China citizens who travel or reside abroad shall be handled by China's diplomatic missions, consular offices or agencies authorized by the Ministry of Foreign Affairs.

Foreigners applying for Chinese visas abroad shall be handled by China's diplomatic representative offices, consular offices or agencies authorized by the Ministry of Foreign Affairs. At home, visa applications from foreign diplomatic missions, consular offices, consular officials and civil servants in China are accepted by the Ministry of Foreign Affairs and foreign affairs agencies authorized by the Ministry. Other foreigners holding diplomatic or official passports applying for visas shall be accepted by the Ministry of Foreign Affairs and foreign affairs agencies authorized by the Ministry of Foreign Affairs or public security organs authorized by the Ministry of Public Security. Visa applications from people who hold ordinary passports or come to China for personal reasons shall be accepted by public security organs authorized by the Ministry of Public Security. Article 4 The organ that issues passports and visas has the right to refuse to issue passports and visas; Have the right to announce the cancellation of issued passports and visas. Chapter II Issuance of Passports Article 5 China passports shall be issued to citizens of China who have reached the age of 16.

China citizens under the age of sixteen use the same passport with their parents; Passports can also be issued separately if necessary. Article 6 Diplomatic passports shall be issued to the following persons:

(1) China * * * Chairman and Vice-Chairman of the Party Central Committee, Member of the Standing Committee of the Political Bureau and Alternate Member, General Secretary and Secretary of the Secretariat, Secretary-General and Deputy Secretary-General, Chairman, Vice-Chairman, Standing Committee, Secretary-General and Deputy Secretary-General of the Central Military Commission, Secretary and Standing Committee of the Central Commission for Discipline Inspection, and Director and Deputy Director of the Central General Office.

(2) Chairman and vice-chairmen of the NPC Standing Committee, members of the Standing Committee, secretary-general and deputy secretary-general, and directors and deputy directors of special committees such as the Legal Affairs Committee, the Ethnic Affairs Committee and the Religious Affairs Committee;

(3) Premier the State Council, Deputy Prime Minister, Secretary-General, Deputy Secretary-General the State Council, Director and Deputy Director of the State Council General Office and various business centralized offices, Minister (Director) and Deputy Minister (Deputy Director), Consultant and Assistant Minister of the State Council ministries (commissions), Director and Deputy Director of the Bureau directly under the State Council, Dean, Vice President, Secretary-General and Deputy Secretary-General of China Academy of Sciences and China Academy of Social Sciences;

(4) China People's Liberation Army;

Chief of Staff, Deputy Chief of Staff, Director and Deputy Director of the General Political Department, Minister, Deputy Minister, Political Commissar and Deputy Political Commissar of the General Logistics Department, Director, Deputy Director, Political Commissar and Deputy Political Commissar of the Science, Technology and Industry Committee for National Defense, Director and Deputy Director of the Office of National Defense Industry, commanders, deputy commanders, political commissars and deputy political commissars of major military regions and services, and presidents, vice presidents and political commissars of Academy of Military Sciences, Academy of Military Sciences and Logistics College.

(5) Chairman, Vice-Chairman, Secretary-General and Deputy Secretary-General of the National Committee of China People's Political Consultative Conference;

(6) President and Vice President of the Supreme People's Court: Attorney General and Deputy Attorney General of the Supreme People's Procuratorate;

Chairman, vice-chairman and secretary of the All-China Federation of Trade Unions, secretary and deputy secretary of the Central Secretariat of the Communist Youth League, and chairman, vice-chairman and secretary of the All-China Women's Federation;

(8) Party secretaries and deputy secretaries of provinces, autonomous regions and municipalities directly under the Central Government, directors and deputy directors of the National People's Congress Standing Committee (NPCSC), governors and deputy governors, chairmen and vice-chairmen of people's governments, mayors and deputy mayors, and directors and deputy directors of foreign affairs offices of provinces, autonomous regions and municipalities directly under the Central Government;

(9) heads, deputy heads and members of party, government and people's congress delegations led by party and state leaders, and secretaries and personal guards of party and state leaders;

(10) The heads (directors) of the ministries (commissions) of the Central Committee and the State Council and the heads, deputy heads, members or representatives and deputy representatives of the party, government and army delegations led by leaders above the deputy chief of staff of the People's Liberation Army;

(eleven) the head, deputy head or representative and deputy representative of the party, government and military professional delegation sent by the Central Committee, the State Council and the Military Commission;

(12) The heads and deputy heads of national goodwill delegations sent by CPPCC, workers, youth, women, the Association for Friendship with Foreign Countries and the Institute of Foreign Affairs;

(13) The following persons attending international conferences and serving in the United Nations:

(1) heads, deputy heads, members and advisers of delegations attending the United Nations General Assembly or special sessions of the United Nations General Assembly;

(2) Heads, deputy heads or representatives and deputy representatives of delegations attending major United Nations conferences such as UNCTAD, Haifa and disarmament, and representatives and deputy representatives attending meetings of the Economic and Social Council and the Economic and Social Commission for Asia and the Pacific;

(3) heads, deputy heads or representatives of delegations attending the general meetings of specialized agencies such as the United Nations Educational, Scientific and Cultural Organization, the World Health Organization, civil aviation, maritime affairs, food and agriculture, meteorology, international telecommunications and the Universal Postal Union, and permanent members of the boards of the above-mentioned specialized agencies;

(4) Persons above the permanent mission to the United Nations, permanent representatives and deputy representatives to international organizations, their spouses and accompanying minor children;

(5) United Nations officials at or above the deputy director level and their spouses and accompanying minor children sent by China;

(14) Members of embassies and consulates abroad, their spouses and accompanying minor children, and directors and vice directors of Xinhua News Agency Hong Kong Branch;

(15) Temporary cadres going abroad who are currently vice-ministers of foreign affairs;

(sixteen) professional diplomatic courier;

(17) Accompanying spouses of persons holding diplomatic passports;

(18) Persons who are deemed by the passport issuing authority to need to issue diplomatic passports for special reasons.
