Principles of conditional learning. The enrollment of public junior high schools in urban areas is "zero choice of schools", and new students are recruited according to the conditions and teaching areas.
The principle of concerted action of citizens. Public private schools implement synchronous online registration, synchronous enrollment and synchronous registration. In accordance with the reform requirements of "running at most once", paperless enrollment will be fully implemented.
Standardize the principle of charging. It is strictly forbidden to charge any fees linked to admission, and public schools may not charge any administrative fees.
Second, the enrollment plan
The annual enrollment plan of public schools is compiled and issued by the bureau. The enrollment plan of private schools is put forward by the school according to the approved school scale, school conditions and standard class size, which is comprehensively approved by the bureau.
Third, the enrollment area.
Ensure that school-age children and adolescents receive compulsory education at their domicile and arrange admission according to their residence; According to the existing layout and enrollment scale of the school, the teaching department has considered both the relative proximity and the balance of classes in the school. See Annex 1 and Annex 2 for the teaching areas of junior high schools and primary schools in urban areas.
In four streets, the primary school and junior high school freshmen who are not registered in the above-mentioned teaching areas are responsible for arranging enrollment in the teaching areas. After the planning of teaching area is reported to the Education and Sports Bureau for approval, it will be announced to the public. In principle, it should remain relatively stable.
Fourth, the enrollment target
In 2022, primary school enrollment targets are: children born before August 3 16 and over 6 years old. Junior high school enrollment targets are school-age teenagers who have finished primary school for 6 years. School-age children and adolescents need to postpone their enrollment because of their physical condition. Parents should apply to the schools in the teaching area, and the schools should report to the Education and Sports Bureau for the record.
Public schools: those who meet the above conditions are divided into the following four categories.
The first category: freshmen whose household registration is in the urban area and whose parents or I have property rights in the urban area.
The second category: freshmen are registered in urban areas, but their parents or themselves have no property rights in urban areas.
The third category: freshmen whose household registration is not in the urban area, but whose parents or I have property rights in the urban area. Those who obtained the house ownership certificate on or before June 30, 20 18 belong to the third category; 2065438+those who obtained the house ownership certificate after June 30, 2008 are the new three categories.
The fourth category: the household registration is not in the three streets of Sanjiang, Lushan and Shuhu and the above-mentioned enrollment teaching area. Parents or I have no property rights in the urban area, but the family life is based on the urban area, which meets the following "three conditions": both parents hold the Zhejiang Residence Permit issued by Shengzhou Public Security Bureau within the validity period; One or both parents have signed a labor contract with the employer for one year or more or obtained a business license for one year; One or both parents have paid endowment insurance in this city for one year or more.
The above time is calculated to June 30th every year. The time to move in the household registration is before June 30th of that year, and the time to obtain the real estate license is before June 30th of that year before the freshmen enter school.
In 2022, some places in Shengchu Campus of Shengzhou Junior Middle School Education Group, Aide Campus of Shengzhou Junior Middle School Education Group, Chengdong Campus of Shancheng Middle School Education Group and Xigang School will be enrolled for the whole city. Notice: Starting from 2023, according to the spirit of the relevant documents of the higher authorities, urban junior high schools will recruit eligible freshmen in the order of one, two and three. According to the enrollment plan and enrollment results, recruit the remaining places.

For students enrolled in several private schools at the same time, the lottery number and admission qualification of all private schools will be cancelled. For private schools with more applicants than the enrollment plan, all eligible applicants will be admitted by lottery. Private schools whose enrollment does not exceed the number of enrollment plans will accept all eligible applicants. Private schools that have not fully enrolled students can implement supplementary enrollment according to the enrollment plan. The enrollment plans are all generated by the lottery. Private schools should adhere to the principle of fairness and justice in the lottery admission, entrust a notarization institution to notarize the whole process and accept the supervision of discipline inspection and supervision, news media and parents' representatives. The lottery results should be announced to the public in a timely manner.
Those who have not been admitted to private schools through the lottery, or who have given up their degrees after the lottery admission, will be included in the enrollment sequence of public schools, and the first, second and third freshmen will be co-ordinated according to the principle of ranking lower in the same category. All private schools have enrolled students before June 2 1.
Public schools enroll students in the first, second, third and fourth categories.

The first-class adjustment freshmen in each school have priority over the second-class freshmen enrollment. When transferring, freshmen with consistent accounts have priority over freshmen with inconsistent accounts.
2. The second kind of freshmen. Subject to the student's household registration, report to the school in the teaching area where the household registration is located. Among the remaining places in the teaching area, enrollment is arranged according to the time order of new students' registration in the teaching area. Freshmen who have not been admitted to the school in the teaching area where the household registration is located shall be arranged by the Education and Sports Bureau to attend schools with balances in accordance with the principle of relative proximity. The second-class adjustment freshmen in each school have priority over the third-class freshmen enrollment.
3. The third kind of freshmen.
The third category: based on the property right house, report to the school in the teaching area where the property right house is located. In the remaining places in the teaching area, admission is arranged in the order of obtaining the property right house. Freshmen who have not been admitted to the teaching area where the property right house is located will be admitted voluntarily in schools with surplus places, and priority will be given to admission; If the number of first volunteer applicants exceeds the remaining places, they will be admitted in the order of obtaining the property right certificate. After the first volunteer is admitted, if there are still remaining places, the second volunteer will be admitted, and so on.
New three categories: freshmen of categories 1, 2 and 3 can choose schools with all remaining places to register within the specified time, and borrow them in the order of obtaining the real estate license. Those who are not admitted are included in the fourth category of enrollment.
The new three types of freshmen can only register in one public school, otherwise they will be disqualified.
4. After the first, second and third freshmen and those who meet the relevant policy conditions enter the school, if there are still remaining places, the primary school will recruit the fourth freshmen by lottery according to the principle of fairness and openness. Among the registered freshmen in Class 4 of junior high school, if the number of urban primary school graduates is less than the remaining places, first arrange such freshmen to borrow, and then recruit the other four freshmen by lottery according to the principle of fairness and openness; If there are more freshmen graduating from primary schools in urban areas than the remaining places, such freshmen are allowed to determine the borrowing objects in the form of lottery numbers in accordance with the principle of fairness and openness, and no other four types of freshmen will be admitted by lottery numbers.
The fourth kind of freshmen can only participate in the lottery in public schools, otherwise they will be disqualified.
5. If there are children who have not been admitted to the new third and fourth classes, they will be arranged to enter the school according to the unit where one parent pays social insurance or the neighboring towns and villages.
6. In the process of admission, if the real estate license is obtained at the same time, and all of them cannot be admitted due to quota restrictions, it will be determined by lottery.
Students who meet the relevant policy conditions will be arranged to study according to the policy requirements. Have preferential policies and relevant conditions, go through the formalities in the General Education Department of the Education and Sports Bureau before June 30, and arrange to register in the relevant schools after publicity without objection.

Without the approval of the Education and Sports Bureau, students may not be enrolled beyond the plan.
3. Strict electronic student status management. Students' school status should be consistent with the actual school, and all junior high schools and primary schools should not accept students whose school status is not in the school in principle. If our students fail to report on time, the school should take the initiative to contact the parents or guardians of the students, keep abreast of the situation and handle it properly according to the relevant requirements.
4. Strictly regulate enrollment behavior. All junior high schools and primary schools should strengthen their leadership over enrollment and implement the principal responsibility system. We should proceed from the overall situation of maintaining social stability and strictly implement the disciplinary requirements of higher authorities for enrollment. It is necessary to implement the accountability system and resolutely put an end to unhealthy practices and irregularities in enrollment. Those who exceed the enrollment plan without authorization, recruit students in violation of regulations, resort to deceit and violate the relevant provisions of education fees will be severely investigated and punished, and the principals and relevant personnel will be held accountable.
