Yingxian County People's Government shall fulfill the main responsibility of protecting the Sagata of Buddha Temple, be responsible for the protection, utilization and related management of Sagata of Buddha Temple, establish and improve the joint conference system for the protection of Sagata of Buddha Temple, and study and solve major problems in the protection and management of Sagata of Buddha Temple.
The administrative department of cultural relics of the Municipal People's Government shall be responsible for the supervision and management of the protection of Sagata in Bukkoji.
The administrative department of cultural relics of Yingxian People's Government is responsible for the specific supervision and management of the protection of Sakyamuni Tower in Buddha Palace Temple.
The departments of development and reform, finance, housing and urban and rural construction, planning and natural resources, public security, emergency management, ecological environment, culture, tourism and other departments of the people's government of the city and Yingxian County shall, according to their respective functions and duties, do a good job in the management of the protection of Sagata in Bukkoji according to law.
The protection and management organization of the Sakyamuni pagoda in Buddhist temples is specifically responsible for the protection, utilization, research and management of the Sakyamuni pagoda in Buddhist temples. Article 6 All organs, organizations and individuals have the obligation to protect the Sakyamuni Tower in the Buddhist temple according to law. Article 7 Encourage social forces to participate in the protection of Sakyamuni Tower in Bukkoji according to law. Article 8 The people's governments of the cities and counties shall commend and reward the organizations and individuals that have made contributions to the protection of the Sakyamuni Tower in Bukkoji in accordance with relevant regulations. Article 9 The main sources of protection funds for Sakyamuni Tower in Bukkoji include:
(1) Financial budget;
(two) the special subsidy funds for the protection of cultural relics allocated by the state, province, city and county finance;
(3) Funds donated by domestic and foreign organizations and individuals;
(4) Income from cooperative projects;
(5) Other funds.
The funds for the protection of Sagata in the Buddha Palace Temple shall be earmarked for special purposes, subject to financial and auditing supervision, and subject to social supervision. Chapter II Protection and Management Article 10 The protection scope of Sagata in Foguang Palace Temple: the existing fence in the east, west and north of Foguang Palace Temple extends15m, and the south side extends to the north side of Jiexi Road. The boundary of the scope of protection should be clearly marked. Article 11 The core area of the protection scope of Sagata in Bukkoji is within the existing fence of Bukkoji.
The following acts are prohibited in the core area of the protection scope of the Sakyamuni Tower of the Buddha Palace Temple:
(1) Discarding garbage such as peels and scraps of paper at will;
(two) carrying open flames and smoking;
(3) burning incense and burning tables;
(four) smearing, scratching or damaging cultural relics;
(five) unauthorized movement, destruction of Buddhist temple Sakyamuni protection signs;
(six) repair, copying, rubbing, shooting stone carvings, painted sculptures, murals, etc. Unauthorized construction of Sakyamuni Tower in the Buddhist Temple;
(seven) other acts prohibited by laws and regulations.
Construction projects unrelated to archaeological and cultural relics protection measures shall not be carried out within the scope of protection of Sakyamuni cultural relics in Buddhist temples, and activities that affect the safety and integrity of Sakyamuni cultural relics in Buddhist temples and their environment shall not be carried out. Twelfth motor vehicles are prohibited from entering the core area of the protection scope of Sagata in Buddhist temples. If it is really necessary to enter for emergency repair construction, it shall obtain the consent of the Bukkoji Sagata Protection and Management Agency. Article 13 The construction control zone of the Sagata of the Buddhist Temple is outside the scope of cultural relics protection: east to Ruidong Road, west to Datong Road, south to the newly-built Dongxi Street, and north to Wurong Expressway.
The construction control zone is divided into primary construction control zone, secondary construction control zone and tertiary construction control zone.
First-class construction control area: the area west of Ruidong Road, north of Beihuan Road, east of Datong Road and south of Wurong Expressway.
Secondary construction control area: west of Ruidong Road, north of Dongxi Street, east of Yingbin North Road and south of Beihuan Road; West of South Street, south of West Street, east of Yingbin Road, north of Erdao Lane, and the area within the east-west boundary of Liao Dynasty Street on the south side of this area.
The scope of the third-level construction control zone: within the construction control zone, the scope of cultural relics protection and the areas outside the first-and second-level construction control zones.
The management of the construction control zone shall be carried out in accordance with the protection plan of Sakgata, a Buddhist temple approved and published by the Shanxi Provincial People's Government. Fourteenth in the Bukkoji Sakyamuni Tower building control zone, the following acts are prohibited:
(1) storing explosives;
(2) Setting off Kongming lanterns;
(three) excessive discharge of waste gas, waste water, waste residue or other activities that pollute the environment;
(four) coal vehicles and vehicles carrying other pollutants are not covered with tarpaulins or other pollution prevention measures are not taken.
