I. Programme overview

In order to further improve the monetary compensation method for residential house expropriation (demolition by agreement) in Jinfeng Town, expand the selection range of demolished people and shorten the transition time of resettlement, this scheme is formulated according to the Regulations on House Expropriation on State-owned Land and the Guidelines for Directional Housing Ticket Resettlement for Residential House Expropriation (Demolition) in Zhangjiagang City (Trial).

(A) the concept of room ticket placement

Directional housing ticket allotment refers to the housing units and sets determined by Jinfeng Town in accordance with the Zhangjiagang Housing Demolition Property Rights Exchange Agreement (hereinafter referred to as the Property Rights Exchange Agreement) signed with the demolished people, and after settlement into a certain denomination, it is distributed to the demolished people in the form of housing tickets. If you choose to place room tickets, you can choose to subscribe for all the houses in Jinfeng Town that have obtained pre-sale permits but have not yet been sold. House ticket holders have the full option to buy houses.

Directional housing ticket placement is a supplement to the existing compensation and placement methods for residential house demolition. If you don't choose the room ticket placement, you will still be placed according to the original demolition and resettlement method.

(2) The object of room ticket issuance

Housing tickets are issued to relocated households who started this year or started before this year but have not been resettled. The relocated houses are residential in nature.

(3) Room ticket users

The use of room tickets shall be registered in real-name registration system. The user of the house ticket is the demolished person who signed the property right exchange agreement, or his spouse, parents, children, grandchildren, grandparents and other close relatives. If the above-mentioned close relatives use the room ticket, they need to provide relevant agreement materials and go through the formalities for changing the rights and interests of the room ticket. The room ticket cannot be transferred or given away.

The calculation of room ticket denomination is based on the room type and legal resettlement area agreed by both parties in the property right exchange agreement signed between Jinfeng Town and the demolished person. Specifically, according to the property rights exchange agreement, the demolished people choose the area of demolition and resettlement housing in Hexing area multiplied by 7300 yuan/square meter, but only enjoy the housing ticket resettlement policy within the legal resettlement area. If the demolished person applies to enjoy the housing ticket of the resettlement house with the government's over-area resettlement, the face value of the house shall be calculated by multiplying the legal resettlement area by 7300 yuan/square meter. After handling the room ticket in the legal resettlement area, it is deemed that the resettlement house has been resettled. If the resettlement houses that enjoy the government's over-area resettlement do not apply for room tickets, they will still be resettled according to the original demolition policy.

(5) Apply for room tickets

If you choose housing ticket placement, you should apply to the relocation office for housing ticket placement, and sign a housing ticket placement agreement after consultation. The house ticket placement agreement stipulates the valid conditions of the house ticket, and the type and quantity of resettlement houses selected for the house ticket placement. For a set of resettlement houses, one room ticket should be collected, and they should not be collected together. People who are demolished can determine the number of votes they get according to their actual demand for buying houses.

Resettlement tickets are issued in the form of electronic tickets, indicating the user's name, ID number, room ticket amount and other related information. If the electronic ticket is lost, you must report the loss to the relocation office in time with valid identity documents and apply for a replacement. After the relocated households determine the number of room tickets, the relocation office is authorized by Jinfeng Town People's Government to issue room tickets. When issuing the house ticket, the house ticket placement agreement shall be signed simultaneously with the demolished person.

(6) the validity of the room ticket

The validity period of the room ticket is 6 months, counting from the date of the announcement of the implementation of the room ticket. The temporary resettlement subsidy (transition fee) will be paid in one lump sum for 6 months on the basis of the original resettlement subsidy (transition fee) (the payment standards are different in different periods).

If the house ticket is not actually used within the validity period, the house ticket will automatically become invalid, and the corresponding original resettlement house will be placed according to the agreement of property right exchange.

During the period of validity, if the person who has been demolished does not use the house ticket to sign a contract for the sale of commercial housing with the real estate enterprise, or fails to pass the record of the Municipal Housing and Construction Bureau (Housing Management Center), it is deemed that he voluntarily gave up the house ticket placement and placed it according to the original demolition and resettlement policy and property right exchange agreement.
