Talents who are employed and start businesses in Cixi enterprises can buy talent apartments if they meet the following conditions:

5. At the time of purchase, the applicant's family had no commercial house in Cixi, and the talent apartment purchased was the only commercial house in Cixi. The applicant's family has not transferred its own commercial housing in Cixi within five years before the issuance of the Notice of Subscription for Talents Apartment.
6. At the time of purchase, the applicant's parents owned no more than 1 set of commercial housing in Cixi. The self-owned commercial housing that has been transferred within Cixi within five years before the issuance of the subscription notice for talent apartments is regarded as the commercial housing owned at the time of subscription, and the number of housing units is calculated cumulatively.
Talents who meet the subscription conditions of talent apartments enjoy the preemptive right at the following four levels:
