How to calculate if the village head is not elected in three rounds in rural areas?

According to Article 239 of the Election Law of Villagers' Committees, the voting method of the director and deputy director.

(1) First round of vote counting

Calculate the number of "1" votes obtained by each candidate. The candidate who won more than half of the "1" votes was elected.

The counting of votes is over.

(2) The second round of counting votes

If no candidate gets more than half of the "1" votes, the candidate who gets the least "1" votes will be excluded.

Among the "1" votes obtained by the eliminated candidates, the "2" votes obtained by the remaining candidates are calculated, and the "1" votes obtained by each candidate and the "2" votes are added, and the candidate with more than half of the votes is elected.

The counting of votes is over.

(3) If no candidate has won more than half of the votes, the previous counting procedure will be repeated until a candidate has won more than half of the votes.

(4) If there is a final draw, the winner will be decided round by round, that is, the winner with the most votes in the first round of counting will be elected; If the number of votes in the first round is the same, the person with more votes in the second round is elected; And so on; If the votes in the penultimate round are tied, election of villagers committee will draw lots to decide who will be elected.

According to the above provisions, those who are not elected in three rounds will be elected in the second round of counting.
