1.** All new commercial housing projects with customers' accumulated houses exceeding saleable houses shall be sold publicly by lottery under the auspices of a notary public. Development enterprises should contact the notary office before the lottery to apply for the lottery. Specific requirements shall be subject to the rules of notarization procedure.
2. The development enterprise shall, after receiving the pre-sale permit for newly-built commercial housing or the record certificate of current sale, take out all the houses for lottery sales and accept the supervision of the real estate management department. The time for the development enterprise to accept the registration shall not be less than 1 working day, and it shall not refuse to register the lottery without reason. Development enterprises must adopt the registration method of real-name registration system, openly accept the registration of prospective buyers, check the qualification of purchasing houses, keep a copy of identity certificate, prepare the registration list of Yaohao, and submit it to the municipal and district real estate market comprehensive law enforcement office and notary office for filing, examination and confirmation.
3. The development enterprise shall publicize the "Nanjing New Commodity Housing Notarization Yaohao Sales Rules" and the sales plan in a prominent position at the sales site for the convenience of prospective buyers. The notarization institution that presides over the lottery shall, in accordance with the provisions of the Operation Guide for On-site Supervision and Notarization of Commodity Housing Lottery of the Municipal Notary Association, conduct public lottery notarization activities for commodity housing sales, sort the lottery numbers, and publicize the sorted list on the spot.
4. When necessary, invite relevant departments and personnel to conduct on-site supervision. According to the results of the lottery of the notary office, the development enterprise organizes the buyers to choose houses in an orderly manner and handle relevant procedures.
5. The real estate management department shall supervise the process of house selection and registration in accordance with relevant regulations.
