(3) Cars that are not registered in this Municipality. However, the following circumstances are not regarded as owning a registered car in this city:
1. Cars registered normally in this city were stolen and robbed. According to these rules, the owner of a motor vehicle has lost the qualification to apply for other indicators on the vehicle;
2. The motor vehicles registered in this city have been marked as reaching the scrapping standard by the vehicle registration management system of the traffic police department of the public security before 20171,or the license plates are declared invalid after reaching the scrapping standard;
