Specific measures shall be formulated by provinces, autonomous regions and municipalities directly under the Central Government. Real estate price assessment agencies shall not take improper means to cater to the improper requirements of the parties involved in the expropriation, false propaganda, malicious low prices and so on to undertake the house expropriation assessment business.
