Is it cheating to send a parking space with only the right to use?

The parking space given is only the right to use. If it is clearly written in the contract when the owner moves in, it is not fraud if it is only the right to use. If it is clearly stated in the contract that the parking space has ownership at the time of check-in, but it is cheating to tell you that you only have the right to use it after check-in.
