State organs, public organizations, enterprises and institutions, villagers' (residents') committees, people's governments of townships, nationality townships, towns, neighborhood offices and police stations shall, in accordance with the relevant provisions of the political review of conscription, and in accordance with the arrangements and requirements of county and city conscription offices, seriously conduct political review on citizens who meet the medical examination conditions, focusing on finding out their actual performance.
County and city conscription offices should conduct political review of citizens who are ready to be approved for active service one by one, strictly control the customs, effectively ensure the political reliability of recruits, and prevent those who do not meet the political conditions from being recruited into the army.
The audit is divided into three levels: village, town and city, and then jointly audited by the Municipal Public Security Bureau, the Armed Forces Department and the Recruitment Office. The evaluation results and the list of qualified personnel will be announced to the public and accepted by all sectors of society. The contents of the audit include: "three checks": checking accounts, checking identity cards and checking diplomas; "Three visits": visiting families, visiting units and visiting schools; "Six checks": check performance, age, education level, household registration, family members and social relations.
Political conditions for being a soldier:

Article 5
The contents of the political review of conscription include: the age, household registration, occupation, political outlook, religious belief, education level, realistic performance and political situation of the main family members and social relations members. The political review of conscription should focus on the actual performance of citizens who apply for enlistment.
Article 14
The conscription office of the local people's government at or above the county level draws people with strong political responsibility from the military service organs, public security organs, education and other relevant departments to form a conscription political review group, with the person in charge of the public security organ as the leader and the military service organ sending someone as the deputy leader. Township (town, street) and village (neighborhood) committees and organs, enterprises, institutions and institutions of higher learning (hereinafter referred to as grass-roots units) with conscription tasks shall designate leaders in charge to be responsible and organize specialized personnel to specifically handle the political review of conscription.
Fifteenth military conscription office is responsible for the guidance, inspection and supervision of the political review of conscription in this area.

Citizens who meet the requirements for recruitment after preliminary examination in military service registration for the first time are called eligible citizens.
During the solicitation period, citizens eligible for enlistment shall participate in physical examination and other solicitation activities on time in accordance with the notice of the solicitation agencies of counties, autonomous counties, cities not divided into districts and municipal districts.
