Whether public bidding is needed depends on local policies; For example, in some areas, the construction unit can directly designate an audit unit to conduct the first trial, but the second trial still needs to go through the local audit bureau, first classify the audit units, and then draw lots among the audit units to confirm the audit units of each project. In some places, public bidding can also be conducted for large-scale projects, and consulting units can be selected throughout the process;
4. At present, there is no relevant law to stipulate the appointment of audit institutions, and only local governments or associations are responsible for the management documents issued by audit institutions.
