Why don't Japanese pupils take exams?

Not all Japanese primary schools don't take exams. Details are as follows:

There are three types of primary schools in Japan. Public primary schools don't need exams, but state primary schools or private primary schools do.

Public primary schools do not need exams because:

1. Public primary schools are divided into school districts according to their places of residence. As long as you live in this school district, you have the same right to go to school. When you are old, you can go to school directly, without exams or lottery.

2. The distribution of educational resources is truly equal, and the hardware facilities and software packages of all public schools are the same.

3. The level of teachers in public schools is similar, and teachers in Japanese public schools are transferred at least once every six years.
