Cities and States should set up leading institutions for supervision, evaluation and assessment, headed by party and government leaders and leaders of the Party Committee Organization Department, and attended by responsible comrades of relevant departments. The main responsibilities of the leading institutions of supervision, evaluation and assessment are: ① to lead the supervision, evaluation and assessment work, and to study and formulate the work plan and implementation plan of supervision, evaluation and assessment; (2) Coordinate the handling of special situations and major problems encountered in supervision, evaluation and examination; (three) to listen to the supervision and evaluation report, and to examine and approve the conclusion of supervision and evaluation; (four) to study the application of the results of supervision and evaluation, and make a decision on rewards and punishments.
There is an office under the leading organization of supervision and evaluation, which is responsible for the daily work of "two supervision and evaluation" and the supervision and evaluation of vocational education in counties, cities and county governments with strong education. The director of the office is the person in charge of the Education Supervision Office of the Municipal People's Government.
Counties and urban areas should also set up corresponding leading bodies to carry out self-examination and self-assessment under their overall leadership.
2. Establish a supervision and evaluation team.
When implementing supervision, evaluation and assessment, a special supervision, evaluation and assessment team must be set up, and leading comrades of the Party Committee Organization Department must participate. At the same time, comrades who are fair and decent, conscientious and responsible in their work, rich in educational management experience, strong in professional ability and high in prestige should be selected as members of the assessment team. The members of the evaluation team are mainly inspectors and education supervision and evaluation experts at all levels, and at the same time, they can absorb the leaders of relevant departments and experts from relevant fields to participate. According to the evaluation requirements of education funds, development environment, team building, school conditions and development level, suitable candidates are arranged respectively. The members of the evaluation team and their evaluation contents should remain relatively stable. Members of the assessment team who have an interest in the assessed unit or the assessed object shall withdraw.
The evaluation team is generally composed of 10 people. They are: group leader 1, deputy leader 1, education fund group 2, development environment group 1, team building group 1, school conditions group 1, development level group 2, librarian 1. The team leader is the municipal leader, and the deputy leader is the leader of the organization department of the municipal party committee or the government education supervision department. 1. Team leader and deputy team leader: the team leader is responsible for the overall work of the evaluation team. The deputy team leader assists the team leader's work, and is responsible for drafting the "Opinions on Supervision and Evaluation of Educational Achievements of Main Leaders of Party and Government at County Level" in combination with the conditions for running a school.

On-the-spot record: responsible for drafting the Evaluation Opinions on Education Supervision of County Governments, collecting relevant information and data, summarizing the evaluation score table, sorting out relevant materials that need to be filed, and being responsible for the liaison work of this evaluation team.
3. Other members: divided into education funds group, development environment group, team building group, school-running conditions group and development level group according to the Notice on Printing and Distributing the Second Round of "Two Supervision and Evaluation" of County-level Education and the Implementation Rules for Strengthening Supervision and Evaluation of County-level Urban Tourism and County-level Government Vocational Education (Revised Draft) (No.3 [20 10]).

(2) Determine the key inspection units. According to the classification of counties (cities, districts) and sub-district offices' economic, social and educational development levels and the development of secondary vocational schools, the assessment team adopts random sampling (drawing lots) to determine key inspection units and units that must be inspected on the spot. The key inspection units are 1 first-class township (office), 1 second-class township (office), 1 third-class township (at least 1 township should have township agricultural schools) and 65,430 secondary vocational schools organized by the government and non-government respectively. The units that must be checked on the surface are 1 secondary vocational schools, ordinary high schools, special education schools and public kindergartens.
(3) Obtain information. According to their respective division of labor, the members of the evaluation team consult the relevant archives and materials of the county and urban education bureaus.
(4) Hold a forum. The group leader presided over the symposium of NPC deputies and CPPCC members (librarians participated).
The second half-day work content:
(1) The team leader and documenter will check the unit on the inspection surface.
(2) The fund group checks the accounts or school accounts in the Finance Bureau.

The fifth half-day and the sixth half-day work:
(1) Team leaders and librarians can continue to check the units that must be checked on the surface or go down to vocational schools as appropriate.
(2) The funding group focuses on verifying the implementation of vocational education funds.
③ Other members check 1 secondary vocational school every half day (the urban area where the government does not host secondary vocational schools is reduced by half a day).
The seventh half-day work content:
(1) The members of the assessment team are divided into indicator groups, and it takes 1-2 hours to summarize their respective assessment situations and write special assessment opinions.
(2) The team leader called all members of the assessment team to summarize the assessment and form a unified opinion on the basis of full discussion.
(3) The librarians collect the special evaluation opinions and related materials of each index group, and draft the supervision and evaluation opinions of the county (city, district) government education work (including the establishment of strong counties and vocational education) according to the unified opinions of centralized discussion.

3 supervision, evaluation and assessment of the work procedures and contents of towns and schools:
(1) Take about half an hour to listen to the introduction of the education work of the township government or secondary vocational schools, and ask questions about related issues, mainly to understand the implementation of the responsibility system of controlling flow and ensuring education in the township government, the situation that the township government has done practical things to solve educational problems, the improvement of the surrounding environment of the campus and the improvement of school conditions. Mainly understand the secondary vocational schools' implementation of vocational education development policies and funds, the construction of leading bodies and teachers, the strengthening of specialty construction and training base construction according to market demand, the implementation of "school-enterprise cooperation and order training", and the service of local economic and social development.
(2) check the relevant indicators of the development level of township education and the quality and efficiency of secondary vocational schools, focusing on the dropout rate of junior high school students in towns and villages and the enrollment rate of primary school graduates, the proportion of "double-qualified" teachers in secondary vocational schools and the employment rate of graduates;
(3) Go to the school to check the campus, school capacity, school buildings, school teaching and living facilities and equipment, and verify the relevant data of education development level on the spot. Secondary vocational schools focus on the inspection of experimental training equipment and student practice bases;
(4) access to relevant information of township governments and schools, such as meeting minutes, annual work plans, summaries, work manuals of class teachers, class schedules, student achievement tables, employment statistics of secondary vocational school graduates, rosters, etc.; Go to the township agricultural school to consult the information of farmers' training and training courses, check the roster of students and prepare lessons for teachers;

Before leaving the county (city, district) where the supervision and evaluation is conducted, the evaluation team shall give feedback on the supervision and evaluation opinions of the county-level government's education work in the form of a meeting, and the feedback contents shall include the following aspects: the working methods and relevant information of the supervision and evaluation; The main achievements and experience of the supervised evaluation unit; Main problems; Suggestions for improving the work. It is pointed out that the problem should be closely related to the index requirements of supervision, evaluation and assessment, straightforward and clear at a glance, requiring serious rectification. Suggestions for improving the work focus on "guidance", that is, putting forward requirements for the education work of county-level governments. When giving feedback, scores and evaluation grades will not be published. After the feedback from the supervision and evaluation, the county (city, district) committee secretary or county (city, district) chief will make an explanation.
The opinions on the supervision and evaluation of the educational achievements of the main party and government leaders at the county level are not fed back at the meeting. After the leader of the evaluation team reports to the leaders for examination and approval, they will be sent to me in writing and copied to the main leaders of the municipal party committees and governments.
2. Supervise, evaluate, review, approve and publish the evaluation conclusions.

3. Counties (cities, districts) report to the assessment team meeting as "XX county (city, district) education supervision assessment report meeting", which is presided over by the assessment team leader. Participants in the meeting are not only all members of the evaluation team, but also the main leaders of the county (city, district) Committee and the county (city, district) government. Responsible comrades of government offices, finance bureaus, personnel bureaus, editorial offices, labor and social security bureaus, comprehensive management offices and other relevant departments, as well as members of county (city, district) education bureaus and all members of government education supervision offices attended.
4. The feedback meeting of supervision and evaluation will be designated as the "Report Meeting of Education Supervision and Evaluation in XX County (city, district)", and the meeting host and participants are the same as the "Report Meeting". The feedback of the assessment team is defined as "the supervision and evaluation opinions of the people's government of XX county (city, district)", and the length should be 3000-4000 words.
5. Symposium of 5.NPC representatives and CPPCC members, with 20 participants. Please ask the county people's congress and CPPCC to determine 8 representatives and 4 members of the education sector and 4 representatives and members of the non-education sector who understand the education situation. The forum should focus on the educational achievements of the main leaders of the party and government, as well as the formulation of the county's educational development strategy, optimization of the educational environment, promotion of educational status, implementation of teachers' treatment, improvement of school conditions, and teachers' working attitude. At the same time, NPC deputies and CPPCC members are invited to put forward specific opinions and suggestions on improving education in the county.
6. The list of randomly selected towns and schools must be randomly determined by the evaluation team and cannot be designated by the supervised evaluation unit. The assessment team should strictly implement the work discipline and clean government discipline, the work should be thorough and meticulous, the score should be objective and accurate, and the qualitative assessment content score should be studied collectively. Members of the evaluation team shall not accept gifts such as red envelopes, participate in activities unrelated to the evaluation work, and shall not affect the normal teaching order of the school because of the evaluation.
