Safety management requirements for selling fireworks and firecrackers:
1. The principal should receive safety knowledge education.
2. The implementation of special store or counter sales, designated persons responsible for safety management.
3. The job site should be equipped with necessary fire-fighting equipment, and obvious safety warning signs should be posted.
4. Formulate and implement safety management systems and operating procedures, including but not limited to: post responsibility system for responsible person and sales staff, safety fire prevention system, product storage system, safety inspection system, accident hidden danger investigation and management system, safety production education and training system, and safe operating procedures for handling and unpacking.

6. Sign a supply and marketing contract with the local regular fireworks and firecrackers company to ensure the legal and safe source of products.
7. Sign and abide by the letter of commitment for the safe sales of fireworks and firecrackers.
8. Business premises need to be insured with safety liability insurance to prevent accidents.

Article 36
For those who produce and operate fireworks and firecrackers without permission, or sell black powder, pyrotechnics and fuses to units or individuals that have not obtained the safety production license for fireworks and firecrackers, the safety production supervision and management department shall order them to stop illegal production and operation activities, impose a fine of not less than 20,000 yuan but not more than 6,543,800 yuan, and confiscate the illegal production and operation items and illegal income.
