In the horizontal bar, rings, parallel bars and vault competitions, in order to avoid injury accidents and give psychological support to athletes, an assistant is allowed to stand beside or near the equipment. If an athlete is given help, the action completed with help will not be recognized, and 0.4 points will be deducted. If there are two coaches standing near the equipment at the same time, deduct 0.2 points.

Evaluation of referee work, grading of referees, punishments and appeals of referees.

I. Introduction

Andre Gueisbuhler informed the Executive Committee of the relevant decisions adopted by the Working Group at its meetings in August 1998 and1October 1 1.

He also reminded the working group that some issues should be further discussed at subsequent meetings of the working group, namely, the classification of referees, the classification of referees and related disciplinary measures combined with "referee rules".

The men's gymnastics technical committee, the women's gymnastics technical committee and the rhythmic gymnastics technical committee put forward suggestions on each issue. Ask the working group to find the same rules in all events, including trampoline, skills and aerobics.

After carefully studying and discussing the suggestions of men's gymnastics technical committee, women's gymnastics technical committee and rhythmic gymnastics technical committee, the working group put forward the following suggestions for discussion by the technical committee and submitted to the executive committee for decision.

Second, the classification of referees.

Referees should be divided into four grades:

Level 1: Qualified referees with the same level will serve as referees and experts in official competitions of IFs, as well as teachers in international referee training courses.

Level 2: Being an A-level referee in official competitions of international sports federations.

Level 3: Judge B in official competitions of international sports federations, and judge A in other competitions.

Level 4: Referee B of other competitions (excluding Olympic Games, World Championships, World Series and World Cup finals).

The prerequisite for participating in the international referee training course is that the trainees must hold the highest-level referee certificate in the host country. Participants can get a CET-4 certificate by passing the exam. The referee who obtained the certificate participated in the referee work of three international competitions in four years, and was automatically upgraded to the third level without being punished.

The prerequisite for participating in the intercontinental referee training course is that students must hold at least three-level certificates. If an association does not have a referee with a third-class certificate, it can accept a referee with a fourth-class certificate after careful consideration by the technical Committee. Referees who have obtained this certificate will be automatically upgraded to the third level and will not be punished if they participate in the referee work of three international competitions within four years.

The prerequisite for obtaining the second-class certificate is to have at least the third-class certificate, and must attend the intercontinental referee training class or obtain excellent results in the international referee training class (the specific scoring standard is determined by the technical Committee). Only by attending the intercontinental referee training course can it be possible to upgrade from level 3 to level 2. Every four years, you can't be promoted automatically.

The prerequisite for obtaining the first-class certificate is to have at least the second-class certificate and attend a special course every four years after attending the intercontinental referee training course. The number of first-class referees is definitely limited.

All referees attending the referee training class must take an exam, which includes the practical part (A, B) and the theoretical part (100 in 500 questions).

Referee evaluation

The referee's work should be evaluated during and after the game.

During the competition, each athlete is evaluated according to the deviation of his final score (final deduction and referee's score). The senior jury will get the printed results of these deviations from Longines system.

The senior jury will investigate the work of the referee and take necessary measures if there are obvious mistakes.

After the competition, the technical committee will evaluate the following behaviors again:

-At least 20% of the whole movement shall be sampled.

-All complete sets with large deviation.

—— The technical committee thinks that the score is wrong or punished in the competition.

According to these assessments, the referee work can be divided into seven grades proposed at the last meeting.

Percentage of excessive deviation in the game

evaluate

(Group, Level Competition, Qualifying Competition, Final Competition)

0%- 1%

excellent

& gt 1%-2%

okay

& gt2%-4%

okay

& gt4%-%6

satisfy

& gt6%-8%

unsatisfied

& gt8%- 10%

poor

& gt 10%

fail

The standard deviation of the referee's allowable deviation shall be decided by the technical committees.

According to the statistical results of Longines System in Lausanne World Championships, each project should have printed results, and each technical committee will analyze possible deviations.

According to the relevant principles of gaussian curve, the evaluation of 98 sets of movements is as follows:

02 sets were predicted to be excellent.

The forecast of episode 04 is good.

16 sets of predictions are good.

54 sets of forecasts are satisfactory.

16 sets of predictions are not ideal.

04 set forecast difference.

02 sets were predicted as failure.

The Supreme Referee Group will also receive the following printed copies.

-The ranking of each referee

-The total number of positive and negative deviations of each referee in the team competition.

-Classify positive and negative deviations by country.

Disciplinary measures

The working group discussed the draft "Award, Punishment and Appeal of Referees" prepared by Michelle Duncan.

The new content of this document is that the Disciplinary Committee should be the first complainant and the Appeal Tribunal should be the second and last complainant. If the Executive Committee agrees to this proposal, the new draft articles of association will be revised.

One idea that is not mentioned in this document is that there may be actions against individual referees and members of the Supreme Jury. This power can be given to the appeal jury. If the Executive Committee agrees with these ideas, the working group will make specific recommendations at its next meeting.

any other business

Hans-Jurgen Zacharias asked the working group about the "final score" of each project. According to the decision of the Executive Committee, the "final score" of each project should be consistent with each other, all of which are (A+2B). This system comes from trampoline and should be pronounced as A+B+B.

For gymnastics, the final score can be 4 points or 6 points.

In rhythmic gymnastics, the final score can be A+B (the average of the first three A2 scores) +B (the average of the three B scores).

For aerobics, the final score can be a (average of three difficulty points) +B (average of three art points) +B (average of three completion points).

In trampoline, the final score is a+b+B.

The working group agreed with these suggestions, because this system is applicable to all the above projects.
