The developer's problem. Jingneng Puyuan, located in Hengyuan Road, Lianchi District, Baoding City, Hebei Province, has only four certificates, which is a developer's problem. Five certificates are incomplete after construction. The five certificates are: state-owned land use permit, construction land planning permit, construction project planning permit, construction project construction permit and commercial housing pre-sale permit.
