What is a co-ordinating student?

Co-ordinating students are primary school students who cannot be admitted to many schools because of the tight degree of individual schools and the strict implementation of enrollment policies. Only the Education Bureau can co-ordinate arrangements for children with degrees within 3 kilometers of their residential address.
