What is the bidding process of construction, municipal and traffic engineering?

Because the cost is too high, it increases the project cost, and if the cost is too low, it can't guarantee the project quality and disturb the bidding market order. In addition to setting the listing price, it is also necessary to set basic bidding terms, such as qualification grade, performance, social reputation, bid bond and contract performance bond, quality requirements, construction period, payment method, etc. ; ?
