In order to continuously improve the overall quality of cadres in our school, strengthen the exchange of cadres, further promote the reform of the cadre system, and form a vibrant and energetic employment mechanism, these measures are formulated in accordance with the Provisional Regulations on the Selection and Appointment of Leading Cadres of the Party and Government, the Interim Provisions on the Exchange of Leading Cadres of the Party and Government, and relevant provincial and municipal documents.

I. Principles and scope of application of competition for posts

Second, the system provisions

1, communication mechanism. Through competition for posts, it is necessary to extensively carry out cadre exchanges. 1995 Up to now, all department-level leading cadres who have not changed their work departments have implemented post exchange in principle (except those who have not yet become full members during the probation period); In the exchange of cadres, in order to maintain the continuity of work, under normal circumstances, the deputy and the deputy of the same unit do not communicate at the same time. The exchange of cadres is mainly based on cadres of organs and institutions directly under them and party and government cadres of teaching institutions, and professional cadres of teaching institutions (principals or vice principals, directors or deputy directors) are not the main exchange targets. In the process of communication, in principle, it will not break through the leadership position of the department.

The communication between cadres can be divided into horizontal communication and vertical communication. Horizontal communication refers to the communication between different positions in institutions, directly affiliated institutions and teaching institutions. Vertical communication refers to the communication between government cadres and cadres of directly affiliated institutions and teaching institutions, as well as the communication between party and government cadres.

2. Age requirement. According to the national regulations on the retirement age of cadres, cadres who have reached the statutory retirement age are not allowed to compete for department-level posts in principle.

When a department-level cadre whose new term is less than one term (three years) takes office, the male shall not exceed 58 years old and the female shall not exceed 53 years old. Cadres who have reached the age limit no longer hold leadership positions in principle, and can engage in professional and technical work and non-leadership work with their own specialties.

3. Probation period system. All newly promoted cadres compete for posts, and a one-year probation period will be implemented. After the probation period expires, the personnel department will organize the examination. If the incompetent votes exceed 40%, they will be dismissed or demoted, and the level and treatment during the probation period will not be retained; The incompetent votes have reached 20** years; Those who pass the examination are officially employed, and the employment (appointment) period is calculated from the probation period.

4. Term system. Qq Daquan has a tenure system for both the appointment system and the appointed department-level cadres. The term of office is three years, counting from the date of appointment. After the expiration of the term of office, debriefing and assessment should be carried out. After re-competing for posts, cadres generally serve in the same position for no more than two consecutive terms (including two terms).

5, on-the-job training system. All employed and appointed cadres must undergo on-the-job training. The main purpose of training is to improve the ideological and political quality and comprehensive ability of cadres.

6. Audit system. Division-level cadres, especially the top leaders and division-level cadres in charge of economic work, should accept the economic responsibility audit of the audit department when their term of office expires or leaves office, and the audit results and evaluation should serve as an important basis for their appointment and removal.

III. Basic Conditions and Qualifications

5, good health, able to undertake the normal leadership of the department.

(2) Basic qualifications

In the post:

1, Party committee mobilization. The Party Committee held a mobilization meeting for cadres at all levels and all kinds of personnel, which corrected the ideological understanding of cadres, established a correct sense of competition and communication, and laid a good ideological foundation for the smooth development of the competition for posts.

2. Poll. Before competing for posts, a large-scale and multi-level public opinion survey was conducted for on-the-job department-level cadres, and those with more than 40% unqualified votes were dismissed and disqualified. Non-enterprise leading cadres who have been incompetent for more than 20 * * years and whose work departments have not changed (except cadres who have not yet turned positive during probation) may not fill in their original posts. When a cadre fills a post, it is regarded as disobedience to distribution. If he can't compete for the position he has filled, the Party Committee will not consider the possibility of adjusting him to other positions and disqualify him from the post at the next level.

2. Cadres who compete for posts at the next higher level and business cadres who compete for posts at the same level may declare one or two posts when they fill in their volunteers, and are not subject to the restrictions stipulated in 1.

3. For professional cadres and cadres who have reached retirement age, the original administrative treatment will no longer be retained, and they can engage in teaching and scientific research in this major according to relevant regulations; Administrative cadres who have reached retirement age shall go through retirement formalities directly according to relevant regulations.

4, due to age restrictions and failed to participate in the competition for posts of cadres, retain the original level of treatment until retirement, enterprise cadres and cadres with double shoulders, their title treatment is not lower than the original level, no longer retain the original level of treatment.

5, due to health reasons can't undertake the normal leadership of the department of cadres, with the approval of the party committee, can not participate in the competition, professional cadres can be engaged in the teaching and scientific research work, administrative cadres can be transferred to the corresponding non-leadership positions.

6. Cadres who have not been appointed to the corresponding positions may compete for the positions of cadres at the next lower level. Business cadres at all levels who have not been employed should, in principle, return to the original teaching unit to engage in this professional work; Other unemployed cadres are assigned in the original departments.

7. Except for cadres whose age and physical health factors do not meet the reporting conditions, other cadres who do not declare competitive employment for posts shall be regarded as giving up their employment rights and shall be treated as unemployed cadres.

8. After the competition, because there is no suitable candidate, the department urgently needs the position of department leader. In order to avoid affecting the work, according to the actual situation, the post candidates can be determined through discussion by the Standing Committee of the Party Committee.

9. Participants should stress unity and the overall situation, eliminate abnormal emotional barriers, correctly treat the legitimate competition among comrades, and ensure the smooth progress of competition for posts.

10. No matter the application, dismissal, exchange and non-employment of cadres, they must obey the organizational arrangements without justifiable reasons. Those who refuse to accept it are deemed to have resigned voluntarily.

According to the document spirit of the Organization Department of Pengzhou Municipal Committee of the Communist Party of China and Pengzhou Human Resources and Social Security Bureau, the Notice on Printing and Distributing the Measures for Competitive Posts for Middle-level Cadres in Pengzhou City (Trial) and the Measures for Rotation of Middle-level Cadres in Pengzhou City (Peng Zutong [20 * *] No.86), combined with the actual situation of our bureau, we hereby put forward the following implementation opinions on the competitive posts for middle-level cadres:

I. Guiding ideology

Guided by Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, we will strictly implement the Civil Service Law, the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government, and the relevant provisions of relevant documents in Sichuan and Chengdu, and adhere to the principle of party management of cadres in accordance with the Measures for Competitive Employment of Middle-level Cadres in Organs (Trial) formulated and issued by the Organization Department of Pengzhou Municipal Committee of the Communist Party of China and Pengzhou Human Resources and Social Security Bureau. Adhere to the principle of "appointing people on their merits, having both ability and political integrity, putting morality first, being recognized by the masses, paying attention to reality, being open and equal, and choosing the best by competition", adhere to the principle of democratic centralism, and gradually form a scientific employment mechanism of "being able to go up and down, being able to enter and leave, and being reasonably mobile" to inspire all cadres to be dedicated, conscientious and pioneering.

(five) newly promoted to middle-level cadres, generally should have a college degree or above recognized by the state, and the current middle-level cadres who participate in the competition for posts can be appropriately relaxed;

(six) to participate in the competition for posts, the annual assessment in the past three years must be qualified and above;

(seven) in accordance with the provisions of post avoidance.

Five, the implementation measures of middle-level cadres competition for posts

(1) operating procedures

(2) Number of posts

There are 8 middle-level cadres in the institute. They are: director of the office, chief of the planning and construction section, chief of the scenic spot management section, chief of the administrative examination and approval section, chief of the market development section, chief of the discipline inspection and supervision section, chief of the tourism law enforcement brigade and deputy chief.

The contents include: political and ideological quality (20 points), work ability (30 points), organization and coordination service ability (20 points), professional accomplishment (20 points), honesty and self-discipline (10 points) and so on.

3. Organize inspection and discuss and decide. The leading group conducted a comprehensive investigation according to the contestants' speech defense scores and democratic evaluation opinions, combined with the contestants' usual morality, ability, diligence, performance and honesty, and held a meeting of directors of the Tourism Office to listen to the report on the investigation and collectively discuss and decide the candidates to be appointed.

(3) Pre-appointment publicity and filing stage

1, announced before making an appointment. The leading group shall publicize the candidates to be appointed in late February according to regulations, and publicize them in the form of posting for 7 days (except legal holidays).

2. Submit for the record. If the candidates to be appointed have no influence on their positions after the expiration of the publicity period, they shall go through the appointment procedures in time in accordance with the relevant provisions, improve the appointment and removal materials, and submit the appointment and removal records to the organization and human resources department in accordance with the regulations.

In order to fully mobilize the enthusiasm of cadres and workers, promote the growth of young cadres as soon as possible, and enable high-quality and capable cadres to take up important posts, according to the spirit of "Implementation Opinions on the Appointment of Cadres in Government Organs and Institutions in Ji Gu", the Bureau Party Group decided to implement competition for the appointment of cadres in Ji Gu. The following examples are presented.

This competition for posts is limited to those who are promoted to the position of deputy department or promoted to the position of official department from the position of deputy department. Third, the way and quantity of competition.

Four. Qualifications of competitors

4. Democratic evaluation

Democratic evaluation is mainly to evaluate competitors' ability and political integrity and their adaptability to competitive positions. Bureau of competition leading group organized cadres and workers to participate in the overall situation of the democratic evaluation meeting, to evaluate competitors. The content of democratic evaluation includes ideological and political quality, organization and leadership, work style, work performance, honesty and self-discipline, which is subdivided into 18 elements. Each factor is divided into three grades: competent, basically competent and incompetent, and different scores are determined. The score converted from each grade is: "Competency" is 65438+ of the factor score. The subjects of democratic evaluation are divided into two categories: cadres at or above the deputy department level and other personnel. The evaluation votes are counted separately, each accounting for 50% of the score. Participants fill in the tickets anonymously, and then the staff will summarize and calculate the scores of each participant. Democratic evaluation is scored according to a percentage system. The results of democratic evaluation were posted.

5. Organize inspection.

The object of investigation adopts the method of comprehensive evaluation, that is, competitors participate in the competition between interview and democratic evaluation, and the score is calculated according to the proportion of interview accounting for 40% and democratic evaluation accounting for 60%, and the total score is calculated. According to the total score, the bureau party group selects the inspection object, publishes the list and the minimum entry score.

The determination of inspection scores mainly considers two aspects: the annual assessment results and the commendation in recent three years. Excellent annual assessment, one-time plus 2 points, annual assessment of competent (qualified), no extra points. Commendation includes comprehensive appraisal and individual awards jointly commended by business departments and personnel departments. Advanced workers commended by the Bureau will be given 1 point at one time, commended by the county party committee (including directly under the authority Party Working Committee), county government or municipal departments 1 time, given 2 points, commended by the municipal party committee, municipal government or provincial departments 1 time, given 3 points, commended by provincial departments or above 1 time, given 4 points.

People with the same total score take education and qualifications as reference conditions.

If the democratic evaluation score is less than 70 points, it will not be considered as a candidate.

After the investigation object is determined, the party group of the bureau organizes personnel to set up an investigation team to comprehensively investigate the morality, ability, diligence and performance of the investigation object by filling out an inquiry form and holding individual consultation meetings. After the inspection, the inspection team wrote the signed inspection materials and reported them to the party group of the bureau.

According to the interview, democratic evaluation and inspection of competitors, the party group decided to appoint candidates through collective discussion. After confirmation, the candidate will be publicized for five days in accordance with the relevant provisions of pre-appointment publicity. If there is no objection at the expiration of the publicity period, the relevant materials shall be submitted to the county personnel bureau for review according to the relevant requirements.

The appointment and removal of personnel determined by the county personnel bureau after the audit belongs to the appointment and removal of personnel departments, which shall be announced by the personnel department; The appointment and removal of a unit shall be announced by the unit and will be sent to the personnel department for the record within one week after the announcement. The newly promoted Guji cadres in public institutions shall be employed for two years.
