Judy Hoops (Cotton-Tailed Rabbit) is an optimistic, extroverted and even impatient activist. Through his own struggle, he became the first rabbit police officer in modern animal city. John lasseter, the executive producer of this film, grew up watching Wind in the Willows. He really wants to make a talking animal movie. Director Byrne Howard found that any Disney animation can be applied to modern society and can reflect various societies.
