Rules of the debating competition
Competition process:
The executive chairman made an opening speech, briefly introducing the competition situation, schedule and rules, that is, entering the competition.
1. The executive chairman introduced the debate, the pros and cons teams and the members of the jury, and the competition began.
2. Both parties introduce themselves (***2 minutes)
First introduce yourself positively, then negatively, each time 1 minute.
3. Opening remarks (presentation stage) (**6 minutes)
First, the argument is put forward by the positive side, and then by the negative side. The time for both parties is 3 minutes. (At 2 minutes and 30 seconds, there will be a short bell reminder, and the long bell will end. )
4. Offensive and defensive stage (* *12 minutes)
A. Choose two or three opposing arguments from the two positive arguments for 3 minutes.
B. If the debater has not stopped, the host will remind him. )
At each stage of attack and defense, neither side can change people halfway, and both sides stand.
5. Summary of attack and defense (***4 minutes)
The summary of attack and defense will be debated by the positive side for the first time, and then by the opposing side for the first time, each for 2 minutes. (1: 30, the flag will be raised and finally the flag will be waved. If the debater has not stopped, the host will remind you. )
6. Free debate (***8 minutes)
The free debate starts from the front, and both sides take turns to speak. It is not allowed to speak continuously on the same side. Both sides time for four minutes. After one party's time is up, the four debaters can speak freely until the time runs out, and the other party can give up the time to end the free debate. (When the time is 3 minutes and 30 seconds, raise the flag and wave it. If the debater has not stopped, the host will remind him. )
7. Closing remarks (***8 minutes)
The opposing party will make a concluding speech first, and then the opposing party will make a concluding speech. Everyone's time is 4 minutes. (There will be a flag-raising reminder at 3 minutes and 30 seconds, and the flag will be waved at last. If the debater has not stopped, the host will remind you. )
8. The executive chairman asked the jury to stand down for comment and verdict.
9. Off-court audience-player communication stage: the time is 4 minutes (not included in the competition results). Both sides and off-site cheerleaders can ask any debater questions about the topic of this competition, and the executive chairman will decide whether the corresponding debater answers or not.
10. The executive chairman invited the representatives of the jury to analyze the competition and make a referee's speech.

Verb (abbreviation for verb) rules of free debate
1. The total time for free debate is 8 minutes, with each team accounting for 4 minutes.
2. Free debate must be held by turns. At the beginning of the free debate, any active player should immediately stand up and speak, and both sides should take turns to speak until both sides have no time.
3. Free debate time, the order, times and time of each debater are unlimited.
When a team has only 30 seconds left to speak, there will be a bell prompt. When the team's speaking time ends, the bell will serve as a warning and the team should stop speaking immediately.
5. If one team has run out of speaking time and another team still has time, one or more members of the team can continue to speak until the team runs out of time.
Debaters should make full use of this free debate time, strengthen their arguments concisely and clearly, and refute each other's arguments. If they attack in the air and deliberately avoid each other's questions, the team's performance will be affected.
Sixth, the scoring criteria
Scoring standard for each debater (100):
1. The arguments are rich, and the cited materials are substantial and appropriate. The perfect score is 20.

3. Standard Mandarin, fluent language expression, literary talent and sense of humor. The perfect score is 20.
4. Wit, eloquence, refutation and reaction ability. The perfect score is 20.
5. Manners and expressions should be decent and elegant. The perfect score is 10.
6. Publicity, evaluation and adoption debate in hospitals. The perfect score is 10.

All debaters must respect the executive chairman and the opposing debater in the competition.
You can bring your own cards and notes when you enter the competition, but don't read them all.
Seven. Evaluation procedure
(1) After the competition, members of the jury will fill in the relevant items in the scoring table one by one, and then leave for comments, exchanges and rulings.
1. The judges will add up the individual scores of the players of each team, calculate the scores of each player and each team, and judge the performance of both debaters on the court? Excellent debater? And then what? The winning team? , and fill in the scoring form.
2. The jury collectively selects a judge to analyze the competition and make a judgment speech.
3. Will this game be included? Excellent debater? And then what? The winning team? The scoring table of the list shall be submitted to the moderator (i.e. the executive chairman).
4. The host (executive chairman) announced the competition? Excellent debater? And then what? The winning team? List, announce the list of teams entering the next game, and announce the end of this game.
(2) After the final, judge the debate? Best debater? Every team should respect the decision of the jury.
rules of debate
I. Decisions of the debate
? Online debate on the rule of law? The topics of the debate were recommended by the law schools of four universities to the organizing committee. Each university provides at least five debate questions, which will be summarized by the organizing Committee to establish a debate question bank. The topic of each debate will be selected by the organizing Committee from the debate database.
Second, the debate announcement
Before the debate, the organizing committee of the debate will make an announcement on the home page of the debate on Hunan Rule of Law Network to facilitate the participation and understanding of the debate team and the audience.
The content is as follows:
Team announcement? Introduce the teams and personnel participating in the debate;
Lottery announcement? Announce the results of the lottery;
Oppose the announcement? Announce the debate;
Comment announcement? Announce the opinions of the judges;
Third, the debate team related information
Before the debate, each team must submit the personal profiles (no more than 200 words) of their schools, colleges, societies and members of the debate team to the organizing Committee of the debate through the mailbox of Hunan Rule of Law Network.
Fourth, the way to participate in the debate.
Debate in different places through the internet. The debate will be held in a special QQ group and broadcast live in the debate column of Hunan Rule of Law Network.
The rules for the chairman and team members to speak in the QQ group are as follows:
1. The Chairman speaks in red, those in favour speak in black and those against speak in blue.
2. The pros and cons debate seats are marked as one debate seat, two debate seats, three debate seats and four debate seats in QQ group; Anti-Party One, Anti-Party Two, Anti-Party Three and Anti-Party Four.
Note: The QQ group dedicated for debate is managed by the administrator, and it is forbidden for anyone except the members of the debate team and the chairman to join. Others are welcome to speak at the Hunan Rule of Law Network (www.hnfz.net) Forum.
Verb (abbreviation of verb) speech rules
Each team member's question or answer must be completed within the specified time (from the time when he sees the other team member's speech to the end of the speech), and the speech shall not exceed the specified number of words. If the time or words exceed, the speech will be considered invalid, and 5 points will be deducted from the total score of the team, and another team will continue to speak. Only the first speech of each political party is valid.
Relevant rules of intransitive verb debate, question and answer
1, each player's speech should include two parts: answer and question. Answers should be concise and questions should be clear (each question is limited to one question). The content of each speech shall not be repeated, and the typo shall not exceed 10. Otherwise, points will be deducted as appropriate, and the right to speak will be terminated if the circumstances are serious.
2. When the other party asks questions, the asked party must answer them directly. It is required that all speeches must be related to the debate. The number of spoken words must meet the requirements; Otherwise, the chairman can declare it invalid and ask the violator to reissue it, and the time spent will be counted in the limited time.
Seven, the rules of each stage of the debate
The debate process is divided into five stages: debate, attack and defense, summary of attack and defense, free debate and summary statement.
Demonstration stage (10 minute):
The two sides have an opening debate first. The arguments prepared in advance will be attached by both parties. The number of words is less than 800. Typing after the speech? Okay？ The argument is first put forward by the affirmative, and then announced by the chairman. Time is 5 minutes/team. The first 2 minutes will be posted, and the last 3 minutes will be read by the judges, the other party and the audience.
Attack and defense stage (40 minutes):
The attack and defense phase starts from the positive side. Both sides have two opportunities to ask questions. Each debater is required to ask clear questions and answer succinctly. The number of questions is limited to 200 words. For the questions raised by the other party, the asked party must answer within 3 minutes and cannot ask questions. Otherwise, it will be regarded as abstention. The answer is limited to 400 words.
The order of the questions is as follows:
Choose one of the opposing arguments to ask questions and the opposing side to answer them. The time is 10 minute.
Choose one of the two opposing arguments to ask questions, and choose one of the two positive arguments to answer. The time is 10 minute.
Choose one of the two or three arguments for the cube to ask questions and answer for the cube. The time is 10 minute.
One of the three arguments of the opposing side chooses one of the two arguments of the positive side to ask questions, and the positive side answers for 10 minutes.
Defensive summary (10 minute):
At the end of the attack and defense, both sides will summarize the attack and defense. From the beginning of the positive debate, the time should not exceed 5 minutes and 800 words.
Free debate stage (30 minutes):
Start from the front and alternate on both sides. Each party's speech is only valid for the first item, and the time for a single speech shall not exceed 2 minutes (this 2 minutes refers to the time from seeing the other party's speech to the end of the speech), and the number of words shall not exceed 200 words. Timeout or exceeding the number of words is regarded as invalid speech, and the other party continues to speak.
Closing remarks (20 minutes):
The concluding remarks shall be debated by pros and cons, starting with the opponents, and shall not exceed 1200 words and 10 minutes.
Eight. Matters needing attention in the debate process
1. Before the debate begins, supervise the liaison officers to check the student ID cards and ID cards of the team members. Under the instruction of the chairman, each debate team will display the time on the unified computer and enter the debate homepage and special QQ group;
2. Tutors and team leaders can attend the debate, but they are not allowed to make any remarks related to the debate.
3. Members of the debate team can bring information to the debate site for exchange and discussion.
4. Debate must be expressed in words, and other expressions such as voice and pictures are not allowed;
5. Debate must respect each other, and personal attacks or insulting words are prohibited;
6. Do not arbitrarily change the allocation order of debaters or leave midway, otherwise it will be deemed that the team abstained;
The purpose of this debate is to promote friendship and communication. The results of the debate are only used for technical analysis after the debate and are not published online;
8. The chairman, judges and team members must be present half an hour in advance.
