Article 1 In order to further improve the security system of public rental housing in this Municipality and standardize the security management of public rental housing in this Municipality, according to the Measures for the Administration of Public Rental Housing (DecreeNo. 1 1 of the Ministry of Housing and Urban-Rural Development) and the Measures for Preferential Housing (Minfa [2014] No.79).

Article 2 The public rental housing referred to in these Detailed Rules (hereinafter referred to as public rental housing) refers to the indemnificatory housing that is directly invested or provided with policy support by the government, raised by other means, brought into the unified management of the government, and rented by eligible urban low-income families with housing difficulties, families with lower-middle income, new employees and migrant workers.

According to the city's economic and social development level and financial affordability, we will steadily promote the monetization reform of public rental housing and gradually implement housing rental subsidies.

Article 3 These Detailed Rules shall apply to the planning, land use, construction, housing and fund raising, application, access, waiting, leasing, withdrawal, supervision and management of public rental housing within the administrative area of this Municipality.

County (city, district) people's government (CMC) is responsible for the overall planning and implementation of public rental housing security within its jurisdiction, improve the relevant system of public rental housing security, and ensure the realization of housing security objectives.

Article 5 The municipal housing construction management department is responsible for studying and formulating the development plan, annual plan and relevant policies of the city's public rental housing security, organizing and supervising the work of raising public rental housing, qualification examination, rent distribution and follow-up supervision, guiding the housing security departments of counties (cities, districts) to carry out the work related to public rental housing security, and organizing the implementation of these detailed rules.

The civil affairs department is responsible for verifying the economic situation of families applying for public rental housing in this Municipality; Housing construction management department is responsible for reviewing the difficulties in applying for family housing; Development and reform, public security, finance, human resources and social security, natural resources, health, auditing, market supervision, statistics, finance, taxation, housing provident fund and other relevant departments shall, within the scope of their respective functions and duties, work together to ensure the public rental housing.

City, county (city, district) people's government (Administrative Committee) can set up a housing security committee, which is responsible for the deliberation, coordination, guidance and decision-making of major issues in housing security work, coordination and supervision of the construction and distribution management of affordable housing, and is responsible for accepting applicants for public rental housing according to regulations.

Conditions of approval and final approval of the waiting list for public housing. If a specific implementation agency for housing security has been established, it will undertake the demand investigation, registration, operation management and maintenance of public rental housing.

The town people's government or the subdistrict office shall set up an acceptance window for the application for urban housing security, equip with business personnel, give full play to the role of neighborhood committees, and undertake the basic affairs in the acceptance of the application for urban housing security.

Sixth housing construction management departments should establish an urban housing security information system to realize the sharing of urban housing security information resources between relevant departments.

Public security (vehicle and household registration management), civil affairs, human resources and social security, natural resources, market supervision, finance, taxation, real estate registration, housing provident fund and other information platforms should establish a * * * channel with the urban housing security information system.
