Article 4 The District People's Government has the right to designate relevant departments, streets and district-owned state-owned enterprises to be responsible for the market-oriented resettlement of residential houses in relevant areas. District Finance Bureau, District Housing and Urban-Rural Development Bureau, District Natural Resources and Planning Sub-bureau and other departments shall cooperate with each other according to their respective responsibilities to ensure the smooth implementation of the market-oriented resettlement of residential housing expropriation according to law.

Article 5 The collector and the expropriated person shall sign an agreement on compensation and resettlement for house expropriation within the prescribed time limit. After the amount of compensation for market-oriented resettlement is approved by both parties, the collector shall issue a house ticket. The expropriated person buys the commercial housing that the expropriated person agrees to participate in the market-oriented resettlement by himself with the house ticket.

Article 6 The amount of house ticket for market-oriented resettlement of expropriated residential houses = compensation standard for market-oriented resettlement+house ticket subsidy. Market-oriented resettlement compensation standard = market-oriented resettlement area price * proposed resettlement area-property right exchange resettlement settlement. The market-oriented resettlement area price is determined by the real estate price assessment agency entrusted by the housing expropriation implementation unit according to the resettlement housing price of similar plots at the time of expropriation, and announced to the public. The market-oriented resettlement area price within the scope of application of the first stage is detailed in the annex. Decoration compensation fee, accessory compensation fee, signing and flying incentive fee, etc. , will be included in the housing levy and Taoxing resettlement property exchange settlement, not cash alone. The room ticket subsidy consists of three parts: market-oriented resettlement subsidy, early purchase subsidy and underground parking subsidy. Article 7 The commercial housing that the expropriated person agrees to participate in the market-oriented resettlement refers to the commercial housing (including residential, commercial, office and parking spaces, etc.). ) The area where the real estate development enterprise has signed an agreement with luqiao district Housing and Urban-Rural Development Bureau, or the commercial housing provided by government units (including state-owned enterprises in the area). Real estate development enterprises are not allowed to raise prices without authorization, and are not allowed to limit the number of purchases or the purchase area. Article 9 If the price of the commercial house purchased by the expropriated person exceeds the settlement amount of the house ticket, the excess shall be settled by the expropriated person and the real estate development enterprise; The difference between the total price of the purchased commercial housing and the amount of the room ticket shall be reissued by the house expropriation implementation unit within the validity period of the room ticket. If the balance is less than 5% of the original house ticket amount or less than 654.38+10,000 yuan, the house ticket user may apply for direct cash payment to the house expropriation implementation unit within the validity period of the house ticket.

Article 10 If the market-oriented resettlement is selected, if the expropriated person signs an agreement and demolishes it within the prescribed time limit, and if the existing house is purchased, the temporary resettlement fee will be subsidized once 12 months; If you buy an auction house, you will be given a temporary resettlement fee according to the delivery time and 6-month decoration period. The temporary resettlement fee shall not exceed 42 months at the longest and shall be paid quarterly. Houseless households whose land has been expropriated do not enjoy temporary resettlement fees.

Article 11 After a real estate development enterprise signs a house sales contract with the expropriated person, the real estate development enterprise shall settle accounts with the expropriated person once every quarter on the basis of the house ticket provided by the expropriated person, the signed house sales contract (filed by the district real estate affairs center) and the sales invoice issued. The expropriated person purchases the auction house, and the expropriated person pays 30% of the house ticket amount in the first installment; In the same period, the government paid 50% after the pre-sale building was capped; If the house is delivered for use, an official sales invoice will be issued and 20% will be paid. The expropriated person purchases the existing house, and the expropriated person pays 50% of the house ticket amount in the first installment; Pay 50% after one year. After the settlement is completed, the receiver will take back the room ticket.
