Non-epidemic schools should carry out normal offline teaching activities, and supermarkets, canteens, stadiums and libraries on campus are open normally. Schools with epidemics should scientifically and accurately define risk areas. Under the guidance of local prevention and control institutions, high-risk areas are divided according to buildings, units, floors and dormitories. Instead of expanding to the whole school or campus at will, we should not temporarily close the school in various forms. Places related to the epidemic situation should be disinfected as soon as possible, and normal teaching and living order should still be ensured outside the risk area. The high-risk areas of schools without new positive infections for 5 consecutive days should be unsealed in time.

Fourth, we must optimize and adjust the isolation method.

Colleges and universities should make full use of campus resources to build health stations, allocate beds according to no less than 0.5% of the number of students in school, provide temporary isolation observation or appropriate symptomatic treatment for asymptomatic infected people and mild cases, and rely on local governments to make overall arrangements for centralized isolation treatment. Close contacts with home isolation conditions can be isolated at home for five days, or they can choose centralized isolation voluntarily, and the isolation will be lifted after the nucleic acid test is negative on the fifth day. Positive infected persons and close contacts in boarding schools in primary and secondary schools can be taken home "peer-to-peer" to implement home isolation if they meet the home conditions.

Fifth, we must optimize medical services.

Strengthen the construction of schools, hospitals and clinics, reserve relevant drugs and epidemic prevention materials, and effectively protect the health service needs of teachers and students. Local health departments should incorporate them into the health work system. There is no school hospital in colleges and universities, and the territory should coordinate the counterparts of the nearest medical institutions, establish a fast-track for the transfer of critically ill patients in schools, and ensure that critically ill patients are transferred to designated hospitals for treatment in time. Give full play to the unique role of Chinese medicine in disease prevention and actively integrate Chinese medicine services into campus epidemic prevention and control.

Sixth, we must optimize health monitoring.

Adhere to the prevention of multiple diseases, strengthen the absenteeism reporting system for teachers and students and daily symptom monitoring, standardize the wearing of masks, and reduce the risk of campus communication. Carry out basic diseases of teachers and students, establish ledgers, and improve health management, closed-loop transportation, medical security and other plans in emergencies.

Seventh, we should strengthen the coordination between schools and places.

All localities and relevant departments should attach great importance to the prevention and control of epidemic situation in schools, improve the coordination mechanism between schools and localities, give priority to medical treatment, isolation and transshipment, nucleic acid detection, environmental disinfection, living materials security, and garbage transshipment related to the epidemic situation, support schools to quickly handle the epidemic situation, achieve "quick sealing and quick solution", and restore normal education and teaching order in time.

Eighth, we must implement the requirement of "handling complaints immediately"

Education administrative departments at all levels and colleges and universities should adhere to the problem orientation, constantly improve the "one-on-one" mechanism, conduct in-depth research and analysis on the outstanding problems reflected by the complaint platform and complaint hotline for epidemic prevention and control of the Ministry of Education, provinces, prefectures and universities, promptly accept, transfer and reply, and finally solve the urgent needs of teachers and students.
