According to the "Notice of the Office of Linhai Municipal People's Government on Several Opinions on Further Improving the Enrollment of Compulsory Education" (Pro Zhengban [2012]14No.), these measures are formulated in order to do a good job in the enrollment of public primary schools in Gucheng Street for 20 13 years.
I. Number of enrollment schools and plans
There are 240 students in Zheshang Primary School, 520 students in Linhai Primary School, 200 students in Jinshan Primary School 120, 200 students in Gucheng Primary School, 240 students in Shilin Primary School 160, 240 students in Hewlett-Packard Experimental Primary School, 20 students in Lucheng Primary School 120, and 60 students in Gucheng Primary School Lane.
Second, the division of school districts
The division of school districts in 20 13 is the same as that in 20 12 (see annex for detailed division scheme and school district distribution map of each school).
Third, the school district enrolls students, and arranges the objects and special students as a whole.
(1) Students in the school district. The following objects belong to students in the school district:
1. School-age children have household registration in this school district, and their parents' real estate (for residential use, the same below) is in this school district;
2. School-age children and their parents have school district household registration, but their parents have no real estate in the streets of the ancient city. School-age children live with grandparents, whose real estate is in the school district;
3. School-age children and their parents have household registration in this school district, but their parents have no real estate in Linhai City and have been renting in this school district for more than three years (provide relevant rental certificates for three consecutive years from the date of promulgation of these Measures, and verify them through investigation);
4. School-age children have household registration in this school district, and their parents have not moved their property in this school district (provide the demolition agreement and relevant municipal unit certificates);
5. School-age children and villagers' children whose parents have household registration in this school district (referring to agricultural registered permanent residence);
6. Children of returned overseas Chinese living in the school district, children of foreign Chinese, children of overseas Chinese from Hong Kong, Macao and Taiwan, and children of people who have obtained residence permits in Zhejiang Province.
(2) the overall arrangement of objects. The Municipal Education Bureau is responsible for the overall arrangement of the following four types of enrollment approved by the Office of the Leading Group for Compulsory Education Enrollment: (1) children of revolutionary martyrs and children of people who died in the line of duty; (2) According to the school land acquisition and demolition agreement, students need to be taken care of; (3) Children of staff and workers who are officially in school; (4) the relevant policies and regulations of the state, province, prefecture (city) and city really need to make overall arrangements for admission objects.
(3) all kinds of special students. The enrollment project and the number of students are proposed by the enrollment school, and the office of the leading group for compulsory education enrollment is approved according to the project layout; The enrollment objects and enrollment methods are proposed by the enrollment school, and the office of the leading group for compulsory education enrollment organizes personnel to conduct examination and approval.
(4) Time and method of registration. On June 22 and 23, those who meet the above conditions will bring the original and copies of household registration book, house ownership certificate, children's vaccination certificate, parents' ID card and other relevant certificates to the school where the school district is located for verification.
Schools should post the enrollment announcement, admission qualification, verification time, materials to be carried and telephone number before June 20 according to the implementation measures. To the public. Each school is responsible for investigating and verifying the registration qualifications of school-age children, and publicizing the pre-admission list of students in the school district on July 1 1 day for 3 days. If unqualified conditions are found during the publicity period, registration will not be accepted; School-age children who meet the admission requirements must register in the school district on August 30th.
Fourth, the lottery admission batch and object
(1) Enrollment schools and places. If there are vacancies in the above-mentioned public schools, the schools and places will be announced to the public after the approval of the office of the leading group for compulsory education enrollment.
(B) enrollment targets and methods
1. The first batch
(1) Registration target: school-age children who are registered in this school district but do not have the conditions of this school district or overall arrangement of students.
(2) Admission method: If the number of students enrolled is greater than the number of applicants, all applicants will be admitted; If the number of students enrolled is less than the number of applicants, they will be admitted by lottery. If you don't accept the lottery, you will be admitted by lottery in the above other schools with vacancies.
2. The second batch. After the first batch of admission, if there are still places, the second batch is allowed.
(1) Registration object: School-age children have Shanghai household registration, but their household registration is not in the school district, and their parents have real estate in the school district; School-age children have coastal household registration, but the household registration is not in the school district. Parents have no real estate in coastal cities, and grandparents have real estate in the school district.
(2) Admission method: If the number of students enrolled is greater than the number of applicants, all applicants will be admitted; If the number of students enrolled is less than the number of applicants, they will be admitted by lottery. Those who have not enrolled in the school can enroll in the school where the household registration is located according to the regulations, or they can enroll in the school with vacancies.
3. The third batch: after the second batch is accepted, if there are still places, it is allowed to enroll the third batch.
(1) Registration object: children of official staff of coastal household registration administrative institutions in the school district (valid proof of the unit is required); Children of employees of enterprises and units with coastal household registration in the school district (labor contract agreement, salary table and proof of social security payment for more than three years are required).
(2) Admission method: If the number of students enrolled is greater than the number of applicants, all applicants will be admitted; If the number of students enrolled is less than the number of applicants, they will be admitted by lottery. School-age children who have not been admitted to the lottery go to the school where the household registration is located.
4. The fourth batch. After the third batch is accepted, if there are still places, the fourth batch is allowed.
(1) Registration object: children of coastal household registration personnel who have been engaged in business or work in Gucheng Street for more than three years (relevant valid certificates such as business license, tax registration certificate, labor contract agreement, salary table, etc. are required).
(2) Admission method: Each school-age child can only apply to one school (applicants in two or more schools are considered invalid). If the number of students enrolled is greater than the number of applicants, all applicants will be admitted; If the number of students enrolled is less than the number of applicants, they will be admitted by lottery. School-age children who have not been admitted to the lottery go to the school where the household registration is located.
5. Registration and admission time. The guardians of the first batch and the second batch of school-age children went to the school district for verification on June 22nd and 23rd with the household registration book and the original and photocopy of the house ownership certificate. The pre-admission publicity period was 3 days, on the morning of July14th.
The guardians of the third batch of school-age children must hold the relevant valid documents and the original and photocopy of the certificate, register and verify in their school district on July 15, and pre-enroll and publicize on July 19 for a period of 1 day; The guardians of the fourth batch of school-age children must register at the selected school with relevant valid certificates, originals and photocopies on July 20th, and pre-admission and publicity will be conducted on July 25th 1 day. The specific measures for pre-admission lottery shall be formulated, promulgated and implemented by the relevant schools. People's Congress, CPPCC and education system supervisors should be invited to participate in the supervision when the lottery is received in advance.
Relevant schools should publish the list of pre-admitted students in a timely manner, and report and publicize the vacant places in a timely manner. All admitted students must register at the admission school on August 30th.

(1) Children of migrant workers who meet the requirements of Zhejiang Document No.69 [2008] within the ancient city streets will be enrolled in the nearest school on August 25th and 26th, and will be arranged by the Municipal Education Bureau and the ancient city street central school according to the school network layout and the actual situation of students, if there are places. All public schools have the responsibility and obligation to accept qualified children of migrant workers, and no school may refuse to accept qualified children of migrant workers if there are places. Children of migrant workers who do not meet the requirements of Zhejiang Document No.69 (2008) can register in private schools such as Xinlinhai Children's School.
(II) Eligible vacancies in the enrollment process shall be arranged by the Gucheng Street Central School in accordance with the relevant provisions with the approval of the Office of the Leading Group for Compulsory Education Admissions.
Matters not covered in these Measures shall be interpreted by the Office of the Leading Group for Compulsory Education Enrollment.
