Linhai promulgated measures for the management of public rental housing.

In order to strengthen the management of public rental housing, ensure fair distribution, standardize operation and use, and improve the exit mechanism, recently, our city officially promulgated the Measures for the Management of Public Rental Housing in Linhai City (hereinafter referred to as the Measures), which implemented the merger of public rental housing and low-rent housing, unified application, unified deployment, unified management, and separation of rent and compensation, and implemented it on 20 18.

According to the Measures, the application conditions for public rental housing are: urban low-income families, urban families with housing difficulties with lower-middle income, newly employed urban workers, migrant workers, and imported talents, and they have obtained the Zhejiang Residence Permit from the municipal public security department, or they have held the Zhejiang Temporary Residence Permit 1 year or more, and have been registered for industry and commerce within the city for three years, and signed labor contracts according to law. And have paid social insurance premiums for 3 years or more, the applicant and his family members have no housing in this city, and the per capita income of the family is lower than the per capita disposable income of urban residents in the previous year.

After the merger, public rental housing will be managed separately from rent collection and subsidy distribution, and the "rent-compensation separation system" with two lines of revenue and expenditure will be implemented, that is, the full rent will be paid first and then a part will be returned. At the same time, it is clear that the public rental housing lease contract is a format contract, and the contract period is no longer than 5 years. If the lessee needs to continue the lease after the expiration of the lease, it shall apply within 3 months before the expiration, and sign a new lease contract if it meets the requirements after examination. Tenants who fail to meet the security conditions of public rental housing in the annual review will stop issuing rent subsidies for public rental housing from the date when they fail to meet the security conditions.
