The nominal value of the house is the total amount of compensation for the house value of the expropriated person (demolition and acquisition) and related subsidies and rewards, in which the one-time compensation relocation fee (relocation subsidy) and temporary resettlement fee (temporary transitional subsidy) are collected by the expropriated person and are not included in the face value.
Regarding the transfer rules of house tickets, the Implementation Measures (Trial) clearly stipulates that house tickets can only be used for house purchase and real-name transfer through house purchase. The transfer of the room ticket shall not exceed 2 times, and the room ticket recorder who changed his name for the second time shall not use the room ticket to purchase the house and transfer it again. If the room ticket is transferred to the name of a real estate development enterprise, it may not be transferred again.
According to the "Implementation Measures (Trial)", room ticket holders can purchase the following houses within the scope of Haishu District with room tickets:
1. Buy commercial housing. The room ticket can be used to pay for the purchase of commercial housing (including down payment). The payment price of the room ticket includes the face value, the interest as of the purchase date plus the purchase reward. Real estate development enterprises shall not refuse to meet the purchase conditions of the room ticket recorder to settle the house payment with the room ticket.
2. Buy a second-hand house. The room ticket can be used to settle the purchase price of second-hand houses (including down payment). The payment price of the room ticket includes the face value, the interest as of the purchase date plus the purchase reward. Buyers and sellers may voluntarily negotiate and determine. The room ticket recorder and seller go to the room ticket issuing department to go through the formalities of renaming the room ticket.
3. Purchase resettlement houses built by the government. House tickets can be used to settle the purchase of government-built resettlement houses. The payment price of the room ticket includes the face value, the interest as of the purchase date plus the purchase reward.
In view of the purchase incentives and tax incentives, the "Implementation Measures (Trial)" shows that if the expropriated person (or demolition or purchaser) buys commercial housing, second-hand housing and government-built resettlement houses in the administrative area of Haishu District with the house ticket, he will be given a purchase incentive of 6% of the house value compensation.
If the expropriated (or demolished or acquired) person buys a house with a house ticket, he can enjoy preferential policies such as tax reduction and exemption by virtue of the expropriation (or demolished or acquired) resettlement agreement; The transferee of the house ticket cannot enjoy the relevant tax relief policy of collection (or demolition and acquisition).
