It is reported that last year's document proposed that by 2035, Shenzhen will build and raise 1 0.7 million housing units, including 700,000 commercial housing units in the market, and110,000 public rental housing units, comfortable commercial housing units and talented housing units, accounting for 40% and 60% respectively.

On April 29th, in order to implement the requirements of housing system reform in Shenzhen, Shenzhen Housing and Construction Bureau, together with the Municipal Bureau of Justice and other departments, drafted the Measures for the Administration of Public Rental Housing Construction in Shenzhen (draft for comments), the Measures for the Administration of Residential Commercial Housing Construction in Shenzhen (draft for comments) and the Measures for the Administration of Talent Housing Construction in Shenzhen (draft for comments) to solicit opinions from all sectors of society.

According to the new media of real estate, these three documents are mainly the supporting documents issued by Shenzhen Municipal Government in August 2065438+2008, "Opinions on Deepening the Reform of Housing System and Accelerating the Establishment of a Housing Supply and Security System with Multi-agent Supply and Multi-channel Guarantee of Rent and Purchase".

In order to further standardize the construction and management of public rental housing, residential commercial housing and talent housing, the three latest documents have made specific provisions on the application conditions.

Specifically, in terms of public rental housing, in addition to low-and middle-income families, it will also be provided to bus drivers, sanitation workers and other related industry personnel who provide basic public services to the society, as well as advanced manufacturing workers in accordance with relevant national policies.

Among them, the main conditions for low-income families with lower-middle household registration to apply for waiting list are: having Shenzhen household registration and paying social security for 3 years, not exceeding the income and property limit, not having their own houses, not transferring their own houses within 3 years or splitting their own houses due to divorce, and not receiving housing rental subsidies.

The application conditions for housing-type commercial housing are: having Shenzhen household registration and paying social security 10 years in Shenzhen, having no self-owned housing, not transferring self-owned housing within 5 years or splitting self-owned housing due to divorce, not enjoying preferential policies for purchasing houses, and not exceeding the income and property limit; The application conditions for talent housing are that all kinds of talents with Shenzhen household registration or valid residence permit pay social security normally in Shenzhen, have no own housing, have not transferred their own housing within 3 years or split their own housing due to divorce, and have not enjoyed preferential policies for buying houses.

In the way of housing allocation, public rental housing adopts the combination of waiting allocation and directional allocation, while housing commercial housing and talent housing adopt the method of batch allocation. Families applying for public rental housing and families applying for housing in the waiting pool can continue to adopt the waiting allocation method.

At the same time, in order to fully show the care for the groups with special difficulties, in the process of housing allocation, the entitled groups and families with disabilities can enjoy priority policies such as increasing the number of lottery numbers, configuring two lottery numbers, and appropriately adding points.

It is also understood that the document pointed out that the time for soliciting opinions for the three provisions will last for one month.
