(two) the per capita income of the family and the per capita housing construction area meet the policy standards of low-rent housing announced by the municipal government every year;
(three) did not buy housing reform or enjoy other preferential policies of the government.
Items (1) and (2) of the first paragraph of this article shall be subject to dynamic management. After soliciting opinions from relevant departments, the Municipal Real Estate Bureau and the Civil Affairs Bureau comprehensively consider the financial affordability, registered family income and housing difficulties, determine the scope of protection, and announce it to the public in March each year after approval by the municipal government.
Unmarried persons who meet the above conditions and have reached the age of 30 apply for low-rent housing with the unmarried certificate issued by the civil affairs department.
Shiwupeizu gives priority to low-income families, survivors of martyrs, advanced figures such as model workers at or above the municipal level, severely disabled people, and families with family members over 70 years old who do not own their own houses.
To apply for low-rent housing, the applicant is a family member with full capacity for civil conduct. The applicant and the family members applying for low-rent housing shall have a legal relationship of maintenance, support or adoption.
A family is limited to renting a low-rent house; Enjoy low-cost housing Shiwupeizu security families, no longer enjoy other housing security benefits.
Families applying for low-cost housing shall follow the following procedures:
(1) Receiving Form: The applicant holds the household registration book and ID card to the neighborhood office where the household registration is located to receive the Application Form for Low-rent Housing Security in Zhuzhou City;
(2) Application: The applicant truthfully fills in the application form and submits the application form and related materials to the street office where the household registration is located;
(3) Preliminary acceptance: After receiving the application materials for low-rent housing, the sub-district office (that is, the accepting organ) shall make a decision on whether to accept them in time and issue a written certificate to the applicant. If the application materials are incomplete or inconsistent with the statutory form, it shall inform the applicant in writing of all the contents that need to be supplemented within 5 days, and the acceptance time shall be calculated from the day after the applicant completes the materials; Fails to inform, since the date of receipt of the application materials is accepted.
Sub-district offices shall investigate and verify the applicant's household registration, income and housing within 30 days from the date of acceptance. Submit preliminary opinions to the local housing security department through household surveys, neighborhood visits or letters. If the applicant's household registration is inconsistent with the actual residence, the street office of the actual residence shall cooperate with the investigation and verification. The applicant and the relevant organizations or individuals shall accept the investigation and truthfully provide relevant information. After passing the preliminary examination, the accepting organ shall sign the opinions in time and hand over all the application materials to the housing security department of this district for examination.
(IV) Examination and approval: The district housing security department shall, within 30 days from the date of receiving the preliminary examination materials, organize the examination and verification of the applicant's family income and housing difficulties, put forward the examination opinions and submit the relevant materials to the Municipal Real Estate Bureau, which shall conduct examination and approval within 10 days from the date of receiving the examination materials.
(5) Publicity: The housing security departments of all districts will publicize the names, work units, current housing addresses, family population, per capita housing construction area and family income of the applicants who meet the lease qualifications in the communities where the applicants live, respectively, for 15 days; If the applicant's registered permanent residence is inconsistent with the actual residence, the registered permanent residence and the actual residence community shall be publicized at the same time. Any organization or individual who has any objection to the publicity of the applicant shall submit it to the housing security department of each district, and the housing security department of each district shall re-investigate and verify it within 3 working days from the date of receiving the objection. If there is no objection after publicity or no objection is established after verification, the district housing security department shall report to the Municipal Real Estate Bureau after approving the applicant to obtain the lease qualification, and the Municipal Real Estate Bureau shall make an announcement on the website, and at the same time, issue the Confirmation of the Qualification for Shiwupeizu of Zhuzhou Low-rent Housing to the applicant.
(VI) Draw lots: Applicants who have obtained the qualification confirmation of low-rent housing in kind in Zhuzhou will determine the order by drawing the sequence number, and then draw the rented low-rent housing room number. For the disabled, seriously ill patients and elderly people over 70 years old who are inconvenient to move and hold disability certificates, as far as possible, arrange housing below three floors.
(7) Waiting: For applicants who have drawn the serial number but failed to draw the room number, their serial number can be kept as the waiting order. When allocating the next set of low-rent housing, they must first arrange the room number according to the waiting order.
(VIII) Handling rental procedures: After the applicant draws lots to determine the room number, he will sign the Zhuzhou Urban Low-rent Housing Lease Contract with the Municipal Real Estate Bureau or the district housing security department within 7 working days to go through the check-in procedures. If the lease contract is not signed within the specified time, it shall be deemed as automatic waiver. Those who voluntarily abstain can reapply for low-rent housing after one year.
Families applying for low-cost housing shall submit the following materials to the street office where the household registration is located:
(1) A written application form and the household registration book, ID card and marriage certificate of the family members who apply for it (relevant certificates shall be provided if they are widowed or divorced).
(2) proof of the income of the applicant and his family members in the previous year (salary income includes bonuses, various subsidies, overtime pay and other income).
Measures for the examination and approval of applying for total family wage income:
1. If the applicant's family members are employees of an administration, institution or enterprise, it shall be agreed by the employer and stamped with the official seal of the employer.
2. Family members who apply for flexible employment shall be accepted by the street office where the household registration is located, and the self-reported situation shall be reviewed and stamped with the official seal; Where the residence is inconsistent with the registered permanent residence, the subdistrict office of the actual residence shall cooperate with the investigation and verification.
3. The minimum living guarantee family approved by the civil affairs department provides "low guarantee" or proof of assistance.
(three) the current housing certificate:
1. Property certification materials of the applicant and family members jointly applying (issued by the archives management department of the Municipal Real Estate Bureau);
2 rental housing (excluding the same account with maintenance lease, loan relationship), provide a lease contract; Borrow housing, submit the proof of the loan relationship between the head of household and the borrower issued by the street office where the account is located; If there is a work unit, submit the current housing certificate issued by the unit.
If the above materials involve various certificates or contracts, a copy signed by the applicant shall be submitted, and the original shall be provided for verification.
If the basic situation of the family changes during the waiting period, the housing security department of the district shall be informed in time. After verification by the district housing security department, the verification results will be reported to the Municipal Real Estate Bureau, which will make a decision to change the registration or cancel the waiting qualification according to the actual situation.
If the security object refuses to choose a house due to reasons such as floor and apartment type, it will be regarded as an automatic waiver of the physical distribution security, which will be supplemented by subsequent families in turn. Give up the security object of choosing a house, and its security method will be changed from physical distribution to issuing rental housing subsidies. The housing security department will not accept the application within one year and will not arrange the distribution.
