4. White background
There are two kinds of vehicles with white background, one is military vehicles, and the other is personalized license plates that were temporarily issued for several months around 2000. Because the rules were not perfect at that time, such license plates as Beijing A BTV _ 007/ Beijing A SEX_000 appeared, so they were later cancelled, but the already issued license plates were kept.
