1, application. Production enterprises apply to the Provincial Administration of Work Safety, and the materials submitted include the application for safety production license in triplicate, copies of various safety production responsibility systems, a list of safety rules and regulations and operating procedures, certification materials for the main person in charge and safety production management personnel to pass the examination, and certification materials for special operations personnel to obtain operation qualification certificates. From the evidence that disturbs employees' safety production education and training, the evidence that employees pay work-related injury insurance premiums, the copy of special equipment inspection proof materials, the safety evaluation report issued by qualified intermediaries, the factory design drawings, and the public security department's audit opinions on the safety distance around the factory area of fireworks and firecrackers production enterprises;
2. accept. After receiving the application, the provincial safety supervision bureau will review the newly submitted materials. If the application materials are incomplete or do not meet the requirements, the applicant will be informed in writing on the spot or within five working days. If the application materials are complete, meet the requirements or are all supplemented according to the requirements, it shall be accepted as of the date of receipt of the application materials or all the supplemented materials, and a written acceptance certificate shall be issued;
3. review. For the accepted application, the provincial safety supervision bureau will assign relevant personnel to review the application materials and the safety production conditions of the original sail and reed after obtaining the consent of the safety supervision department or relevant departments where the enterprise is located;
4. Certification. The relevant personnel responsible for the review shall put forward the review opinions to the provincial production safety supervision and management bureau. After discussing the review opinions, the provincial safety production supervision and management bureau shall make a decision on whether to issue a safety production license within 45 working days from the date of accepting the application. Where a decision is made, it shall be served or notified to the applicant for permission within 10 working days from the date of making the decision. If it is not issued, it shall notify the applicant in writing within 10 working days and explain the reasons.

Those who have not obtained the business license of fireworks and firecrackers shall not engage in the business activities of fireworks and firecrackers.
